It is a matter ol tho greatest importance to the pcoplo of Columbia and several other cities in the State: City Council Chambor. Colombia, 8. C., Oct. U, 11)00. Drains, progress aud profund deliberation marked tbo consideration of eaeb subject as it arose. Tho debates arising upon tho various provisions adopted by that august body will go down in his tory replete with wisdom aud fore thought.
