Unnecessary Laws.
Legislatures can enact laws hut
the enforeement of them is another
matter. A citizen lias, or thinks lie
has, some grievance which mi^ht he
removed !>y the passage of a law,
and he applies to his representative

a law it will be enforced and the evil

Experience teaches thai

laws entirely fail of enforcement.
and never answer the ends for
which they were intended, although
those ends were good, is shown by
the fact that there are now on the
statute books several acts of seeming
importance, which are entirely
overlooked and forgotten.
Some years ago the people in
many sections of the county were
bothered a good deal with mischievous
cattle. Many of our farmers,
some because they lacked the timber
and means with which to buy it,
some from other causes, neglected
to have good fences around their
farms. The logical conclusion was

were allowed no rest until tlioy obtained
the passage of a law making
il unlawful to cultivate a crop in

II feet in height. No doulit those
who were anxious for the passage of
this law believed that as soon a.-, it
was pns.si'd the evil would begin to
disappear and would, l>y decrees,
?row out of remembrance, but they
arc conscious now that the law is a
disappointment. They see all over
the county, fences which fail to conic
up to the required height Mhey arc
as dclapidafed as over. The mischievous
cow has to be watched as
closely as ever. The law is not enforced
because its enforcement would
involve too many. It might be safe
to say that a majority of the small
farmers would be liable to prosecution
and conviction under this law.
We have heard of no conviction of
violation of this net during the
whole time that it has been on the
statute books. The law is a dead
letter simply because it failed, for
some reason, to hate public sentiment
on its side.
A number of years ago a law was
enacted making it a penal olVense to
sell tobacco in any form to a minor.
The law was so utterly disregarded
that its existence was known to very
few. Many a shop keeper has sold
tobacco all along to the boys of his
town and does not know to-day that
such a law was ever enacted by the
Legislature. It was never enforced
and afforded no remedy whatever
for (he evil at which it was aimed.
It did not have sufficient public sentiment
in its favor to make it successful.
There are scores of other laws on
our statute books which, like the
ones above mentioned are hardly
known to exist by the masses of the
people, and are openly violated every
day
The tendency of our modern Legislatures
is toward too much law.
The less law we have the easier it is
for the masses to reail and understand.
Legislators should study
Ion# and deeply before t hey docide
to repeal a law which is old and well
3stablished as common knowledge of
the country. By the repeal of old
laws, and the passage of new laws to
take their places, and >y numerous
intendments to the laws which are
illowed to stand; the mass of the
aw becomes complicated and hard
to understand.
It is not all evils which will adnit
of remedy by Legislative enactnent.
Some evils arc necessary,
>r rather seem to be so. It is forunato
that the class of evils which
lo not admit of Legislative remedy,
ire of minor importance as compard
<o others. If the evil does not adnit
of remedy it is useless to Legisate
against it, and the legislator
s simply encumbering the statute
looks to no purpose.
