have about spent its force and very
soon the army at Luzon will begin a
forward movement with the intention
of punishing the natives to the
extent of bringing them to terms
soon. It must be done soon, very
soon for political purposes and must
be arranged to perpetuate the
MeKinley administration another
term. Miles, Merritt and Brooke.,
itis understood will go to the Philippines
and the army will bo pushed
forward in three grand columns. It
will not do to give any one man the
privilege of round' gup the native.,
as it would bring him forward too
prominently for the presidential
nomination. So the administration
will divide the honors there in order
to control the nominat ion.
Eykiiy indication is pleasing to our
people. Our tobacco industry has
surpassed all expectations and dis
bursed a good pile of money which
has been of inestimable benefit to
the farmers in this section, who have
hitherto had to wait until the late
fall to realize anything from the principal
crop?cotton. Tobacco, in its
infancy has proved a great success,
and the most sanguine hesitate in
making figures for 1900. The crop
will be vastly increased and those
who have planted this season will
have the experience of one year
to aid them in making the second
crop, while those who have not plantted
and will do so, will have fewer
hindrances to overcome in the boginning
as they will profit by the experience
of the pioneers. Prosperity.

Hon. Jeremiah Smith Replies.
Mil. Editor. 1 notice in the Herald
of the 7th in it., an article from
Mr. J. C. Price, which alleges that
an Act of the Legislature has doubled
up the warehouse expenses on
the tobacco farmers of the State.
He especially calls on "H. II W."
Capt. Coles, "Pocahontas" and myself,
to answer his allegations and
charges. Why he should associate
me with tho Warehouse Company, I
fail to comprehend, as I do not own
a cent in it, 'nor have I a leaf of tobacco
for sale. 1 know but very little
of their business methods, and
shall not attempt to justify, or condemn
any of their business methods,
but, recognizing the responsibility
of a public servant to give an account
of his stewardship to his con
stituents, 1 will say for the information
of Mr. Price and other readers
of your paper, that there was but
one act passed by the last session of
the Legislature in regard to the tobacco
industry, and that act fixes
the rate of warehouse charges, and
its object is to prevent the warehouse
companies from imposing exorbitant
charges upon the farmer. Now,
when Mr. Price alleges that it has
doubled the charges on the farmers,
his statement is in absolute contradiction
of both the letter and the
spirit of the act. If his allegations
be true, then the inevitable conclusion
must be, that the Legislature
did not have common sense
enough to pass an act that could
control the warehouses, but in attempting
to do so, they have doubled
the evil they attempted to cure
Now if he cannot, point out some
clause, word, or sentence in the Act
which has consummated an outrage
upon the tobacco farmers, then he
stands convicted of maliciously and
willfully, or ignorantly misrepresenting
both the State Legislature
and the facts in the case. Now, Mr.

Hut the facts arc, that Mr.
Price has from eight to I welve acres
of tobacco and has not sold ono
pound in tho 1 lorry Warehouse, bu!
that he sells in Marion and other
foreign markets, selling some in
Danville. We grant him the right
to sell his own products where he
pleases, but we insist that no patriotic
citizen of I lorry can alTord by
untrue and reckless statement.' to
create friction by appealing to class
prejudice, and thus strike down an
enterprise in its infancy which promises
such wonderful developments
and prosperity in Horry as the tobacco
industry does at this time. It
has already during its existence of
about sixty days, turned loose from
#15,000 to #20,000 in the county, but
Mr. Price says that the said act
doubles the expenses on the farmers.
8o 1 must cull his attention to the
fact that Horry county is exempt
from the provisions of the act. Marion
is under its operation now and
if the act has doubled the expenses
on the farmers as he says, why does
he prefer selling ir Marion where
the act is in force, instead of Hony
where it is not? Mr. Editor, 1 am
reliably informed that the Horry
Warehouse charges the very same
expenses as provided in the act, al
though it is exempt from its provisions.
I fear that Mr. Price's county
pride is subservient to Marion in
(luences and lie would subordinal
Horry enterprise, progress and prosperity
to the commercial and linaneia!
interests of Marion, his former
home, lie may have also a political
axe to grind and he thinks to
force myself and the other Legislative
delegates, together with the
Warehouse Company to turn the
stone for him. If so, it i,s only fair

Mrs. Randolph, of Georgetown,
Killed in Virginia.
Nor folk j Va., Sept. a. News of a
fatal accident which occurred at
Northwest. Norfolk county, yesterday
evening, reached here today.
Mrs Alice Randolph, wifeofa pronrnont
lumber dealer at Georgetown,
S. C., was out driving. As she sat
in the buggy holding hor baby in
her arms the horse became frightened
and ran away, throwing her out
of the buggy. Mrs. Randolph managed
to save the child from harm,
but sustained injuries which caused
her death in an hour.
