The Governor, to satisfy tlio laudable
desires, of his constituents and the
newspapers, bade his counselor, 1
learned in the language and customs,
to seek a definition. It has been
found; or, at least, it is said to be
found. Hut the understanding of
it presupposes a familiarity with the
mysteries of that certain strange
building of unsavory smells and fat
men which only the few have at
tainod. The dumping of whiskies
and wines is easy, or at lirst glance
seems so to be; but to the correct per
formance of the active feat of dumping
shoes, canned peaches, and cigar?
there is necessary a certain pe
euliar tool, known technically wit h,
in the building of mystery, as a "ho
cus poctis key." Hy means of this

peaches, cigars and such contraband
