North Carolina has more small
cotton mills*than any other State in
f,he Union, is building more every
year, and is operating all of them by
jocal labor. A largo number of the
mills have been built and equipped
by local capital obtained by moans
of co-operative associations. The
State contains less than one-quarter
of one per cent- of foreign population,
jt is a gdod record for the old State
And* promises well for her future in

count a single vote for him, and
yctthoy did so, and his assessment of
$5.00 was accepted afterward. 1
have no complaint to make as to tho
vote east, and the result to myself,
neither do 1 purpose making a scramble
for the ollice by making a protest
before the Executive Committee; but
I desire to call the attention of the
people to this unfair treatment, and
vigorously protest against such mi
just discrimination.

Aii Idea on Schools.
Thorn may be some probability,
that in these days of stumping can
didates, a private citizen?one who
never'has, and - never will bo anything
else?can got the attention of
the people of the county on the subject
of education and the School
Commissioner's oflicc. I have an
idea 1 believe fits the situation and
offor it to the people in return for a
moment's attention.
The idea is this: The best economy
is that which makes use of existing
machinery to the highest advantage.
In carrying on any business
including tne School Commissioner's
two things are necessary?money i
and work. The money is the instrument,
the work, including brain i
work is the means, together they i
make uj) the machinery of the busi- j
noss fo increase the efficacy of the
machine, one or both of tlieso consti- j
tuent parts must bo increased. <

can bo had from the work, and then i
are not sufficient, the money must be
increased. It would bo folly to in- \
crease the amount of money expend- i
od on a given business until by hard i
constant and intelligent work, the i

lieving to be sound business principles.
Now lets apply. Tho School Commissioners
oflicc is a very important
one. I need not give you reasons. ]
For this important office there are i
two candidates, and it chances they i
arc running on tin; two platforms I <
hare already outlined. One believes j
more money is needed, tho other, bet- t
ter work, closer and more thorough
organization. Now shall we vote for (
Harrolson and the principle of more
money, higher taxation, or Johnson
and the principles of thorough or
ganization and more work with our
same money. |
The money wo have for education <
is raised on a constitutional tax of
two mills on all property and a poll
tax of $1.00 on every able bodied (
citizen, Do you believe its right to t
increase these, when you know so |
well that more and better work can |
be done, than has been, fur tho
money raised by this tax? Mr. John- |
son's experience in other States and j
other counties has shown him how i
better results may bo obtained with- i
out higher taxation. In his speeches |
he says that organization of the i
teachers by townships has been tried
and found successful. The reasons
are good. Teachers meetings and
discussions give each the benellt of ]
the others thought and experience,
and fosters a generous rivalry that
can result only in better teachers and ]
therefore in hotter schools. i
And then when intelligent work <
has used the present amount of
money to its best advantage, Mr. j
Johnson's idea of obtaining moro is
better than any other I have heard.
Tho people should not be compelled j
to raise more money exoept with
their own consent. Allow them to ,
vote a local tax ?f thpy need it. This
solves the next probleju of more
money and altogether gives a good
and practical soheme for benefitting J
education in Horry. What do you
think of my idea?

facilities for shipping our section
already enjoys, should we fail to get
the South port. & Sumter road, though
it looks now us if we might safely
Count on that in the near future.
We have practically, a home market
in the now live little eitv of
Georgetown. We ate within live days,
1 believe it is, of New York by water
transportation, and about four d iys ,
by Railroad freight, (K\press in small i
quantities i- too logh for this I>ti
siness) l>y the former route, the
price of freight by the buret is
about lifty ooii's, by the latter sixty
one cents.
Now if -ill our farmers ami a good
many others who are not farmers, j
know what there is in it, there would
be enough stulT raised next year for J
the northern markets to ship by the
carload from every station in the j
county. A great deal could thus be'
saved in freight rates and we could
also sell to better advantages. The
alliance lias shown what can he done
by buying in large (inutilities, now
lot them show that the same ptinci
plo will apply to produce sold in
large quantities. <)tie instance vs to
what there is in it. Mr. 11 11, Manly,
one of the best known newspaper 10porters
in North Carolina, is resj on

very exceptional, indeed. Hut if we
could do that well here, otto year in
ten, and barely make a living the
other nine years, it would be better
than most of our farmers are doing.
Our lands aro not worth a hundred
dollars an acre, and will not yield as
abundantly as do the Newberne
lands; but by judicious fertilizing
they can bo made to yield as much,

Advantages the truck farmer lias
over the cotton farmer. He does not
have to wait so long for the return
of his tnonov invested in the crop.
As it conies oft' earlier, there is not
so much loss from drought <>r excessive
rains. If there is a failure or
success, there is always sufficient
time to make a crop of corn and hay
011 the lame land, without addition
al fertilizing.
No inconsiderable advantage we
have over the Newberno farmer is we
can get our produce on the market
at least two weeks earlier, and thus
command a higher price.
Now I do not ask the farmers of
this county to go blindly into this
business, but to cautiously and sensibly
test the matter for themselves.
Let each one convenient to the railroad
plant next year just one acre to
the horse in irish potatoes or garden
peas and note carefully the result.
If this suggestion is followed, 1 am
no prophet if the experiment stops
there. Let each one who is willing
tojjdo this report to the Hickai.d,
and full directions given for planting
and cultivating if desired.
Now, while there is such a lack of
interest in politics, is a good time to :
work for the improvement of our
lounty. Suppose each IIkkai.d reporter
canvass the inattor in his community
and lot us hear the result.

icrc in potatoes and a line crop of
leas besides. This year I tnado a
