PROHIBITION HISTORY,
What Horry's Record Shows on
tin* Whiskey Quest ion.
There are many people in this
county who seem foml of saying
tha', on a question of prohibition,
Horry would go overwhelmingly an
ti. The face of our county's record
will not show such. Lot us look
hack a little.
Up to 187(5, Horry was wet, wet,
very wot. Liquor was puddled in
Conway and run about in streamlets
all over the count v. ' I'is no use
to attempt to picture to the people
of this county the condition of Horry
in those days. The fathers have
told their children of the lights and
feuds that raged in blood at our
county seat every public day. The
memory of every honest llotryite
holds a distinct picture of the reign
of terror, whiskey and blood in this
once dark corner.
1 hose were indeed not weak hands
that quelled the hideous Storm. In
1874, there were elected to the office
of County Commissioner, .1. \V. llolInlay,
It. L Beaty and L. I). Bryan.
When the whiskey licenses before
grunted expired, this board absolutel[>
refused to renew them. A howl
was raised, but these jrnnt.limmn IiaM
(irmly to t he course mapped on t. In
the proceedings of the mo ting of
the Hoard of County Commissioner*
hold on Jan, 10, 187<?, (lie following
quaintly and curiously worded s? ntencc
appears, written l?y Dr. J. 11
Norman, then clerk of tCo Hoard :
UA card complimentary signed by a
numerous and sundry citizenship was
served on the County Commissioners,
thanking them for their stand taken
against grenting liquor licenses and
it. was further ordered and directed
I that the county Treasurer do refund
any monies collected by him since
the 31st Dor: 1875 to any party or
parties so paying for license and
| that ho receive no more monies on
account of license." About this same
time a complimentary letter signed
I by a great many ladies was given to
the Hoard. 'Tis seldom t h it in the
humdrum routine of auditing accounts,
signing checks, looking after
the poor, the. roads and bridge*, etc,
the Hoard have the pleasant duty of
passing upon complimentary papers,
This was otio of the few times, and
deserving was the action of the good
people who sunt them in.
Since 18"i(j, no liquor has been
legally sold in Horry, And the result
of the curtailment ol' I'm legal
sales has been obviously goo I. Why
didn't the next board of C'onnly
Commissioners issue licenses? They
bad the right to; it was a new board
untrammelled by the action of the
preceding. If the county's sentiment
was for liquor, why wasn't a
wot board elected? The state pro
hibitory law having effect on'eid" of
incorporated cities, towns and villages
was not passed until December,
1880. The Hoard of '74 established
the precedent; the Hoards of 'To in d
'78 followed it. Tho people of Horry
voted for these men and the ones
.tion of liquor licenses was not in the
back a round.
o
Thorn was a considerable stir up
about the time tlie t oin uissiouors
took action on ihc liquor ques'ioti.
Some thought tint the question
would be hi ado a political is-oie in
lie next campion, anil that the
Democrats wonUl divide on it and
the negroes and their loaders would
take advantage of such division to
to carry the county, lint it did not
so happen. The Democrats stayed in
power ami mo liquor wont out. I ho
usual political ami liquor arguments
wero made, but the county stood by
prohibition in the continued refusal
of licenses, and I lorry survived. It
stayed Democratic, and Conway became
very moral. Scripture arguments
on the street corners took the
place of fisticuffs and bloody lights
with knives and pistols-.
Through all this story of our life
in Horry runs the proofs of our love
for our county. Many of us have
grumbled and growled at many
things about the old county that
never suited us. She hicks enterprise;
her people a e not unified?
they pnll apart in almost all things;
her force litis to ho expended too
much in surmounting internal diflicullies
for her to move in the front
ranks of progress. There has been,
and will probably over he, a chorus
of such expressions. But still wo
all have ajdeep-rooted affection for the
pine fields and sand hills our fathers
or ourselves have maile lmme f??i- iu
Wc all have washed down too much
1 lorry dust with Waocamaw water
not to cling with much love to the
land that grows onr grnpeless vines
sterile fig trees. Our love forces the
question of how host to servo our
country. Shall wc standby the rec
ord she has made? or shall we invite
the possible recurrence of evils we
have passed over? Wo have never
tried the dispensary plan of selling
whiskey; but we've tried selling
whiskey, haven't we? It not our experience
sufficient:
