Wo confess to a feeling of uncertainty
as to the meaning of those
writers who advocate the policy of a
rigid enforcement of tho Dispensary
law and that the good people of the
State lend their moral support to
this end. What is meant by the enforcement
of the Dispensary law?
Does it mean the restriction of the
sale of whiskey? or does it simply
mean that the Stato shall liavo a
monopoly of tho business? Where
is the moral difference in buying
from a North Carolina distillery and
a Dispensary? Can a civil Statute
annul or modify the operation of a
Divine law? Can the civil authorities
by legal enactment remove the
curso of God against tho sale of
whiskey. In our opinion tho good
people of the State should have
nothing to do with Divpenearies,
except to uso their inffuenco and
voice against their establishment if
one should bo established over their
protest, then let them keep away
from it and by their advice and in*
fluence try to keep others away also.
The divine law requires obedience to
constituted authority, but it equally
demands that wo taste not, touch
not. handle not.. Out advice to all
men is to let whiskey severely alone,
for where one life has been saved
and prolonged, scores have been destroyed
.
Whiskey selling, by others than
dispensers, is, in South Carolina, a
misdemeanor. If tho State can give
the right to sell liquor to a dispen- |
sor, she can deprive o'.hors of it only
l>y making it simply an offence
against the law?no crime, no moral
wrong, just a misdemeanor. Yet, to
suppress this single class of misdemeanors,
the dispensary law calls
into exercise an extraordinary power
conferred upon the Governor for extraordinary
occasions, that of appointing
State constables. The
regular executive officers cannot
attend to this chv-s of offences. No,
a full corps of executive officers, outside
of these, must hecicated tosuppress
this class of statutory offences.

social glass and then the first, step
toward intemperance, drunkenness
and a ruined life is made.
Observation for many years led me
to believe that selling whiskey under
the license system, though it apparently
brought ti largo revenue to the
county, was in reality an expense,

Court duckets with petty cases was a
source of expense grantor than the
amount paid into our treasury from
whiskey licenses. Such was the case
in our county previous to the license
'aw being abolished.
Comparing the two svatrtns together,
the dispensary is in my
judgement the least of the t?o evils.
The restriction thrown around the
sale of whi-key by the dispensary
law prevents boys and known drunkards
from buying it; and the early
hours at which the dispensary closes
prevents its being it resort as lend,

the license system. Both systems
mo a curse, ami no good can result,
as I can see, oxeoj t the revenue de
rived. Admitting that the Suite
will derive revenue, which is ques
tiomible, where is the good in it

means <>f en fori ing the law as it now
is, the value of the human lives taken
in such enforcement, and the suffer,
ing of the familio* dependent upon
the slain.
The Legislature created '.he 1 >ispensary
Law and its being a law,
our Governor is compelled to see that
it is enforced. All good citizens
should give it their moral support,
and, if this was generally done, there
would not be the trouble that now
exists in enforcing it.
It is terrible to think that our
people are drifting so far apart as to
see no good in anything coining troin
what it cannot endorse. The major
it\ is against us. The majority con
trolsnnd of l ight ought to. Abuse
will not settle the divisions of the
Democratic nat ty. Our only hope is
in a quiet dispassionate appeal to
the masses at tho primaries. Vote
for tlm hest men and let the issue
rest there; give our support to the
successful candidate and after the
election lot all our energies be spent
in upholding the laws; give our moral
support to tlie (iovert.or of our
State, the i many of the evils now
complained of would happily pass
away. However bitter this mav room
to some it is our only safe course to
pursue, or it is only a maper of time

Now, I had hoped, with
many others of my age, that such
would never he the case; that we
fmight he free from the immoralities
and crimes that are caused hy whiskey
drinking?and tiieso are as numerous
as the devils legions. It is
not worth while for mo to speak of
them to thoso who have known
Horry in the barrooms days?from
the war until our Christian County
Commissioners forbade the sale of
liquor by refusing to grant licenses.
The reader will pause and contrast
the difference in our society in every
way then and now. Wo havo now
much illicit business carried on in
different sections of tins county; and
the di.-pensary would draw many
others into buying whiskey, who, for

I notice in your paper that the
names of the members of the county i
Board of Control are all those of
Christian gentlemen and I have not
the slighest idea of any of them
staining their hands to control rum
and whiskey to tire damnation of their
fellow men in our prohibition county.
There are men, who, if dispensaries
were established near them, would
sacrifice their last peck of corn or
potatoes to get whiskey. Some one
says, the dispensaries don t sell to
drunkards. If tliev do not. the hnsi
ness would never pay house rent. If
a man is drunk and wants more, he
can always find someone to huy for
him and lie for him. Deception and
lying are two wrongs of the Legions
we have spoken of.
We have been trying hard to get
all our social, political, and religious
gatherings exempt from disturbance
from the effects of whiskey and
have succeeded pretty well. I hope
that we mav not have any dispensary
in ilorry. Our Church and Sunday
School work is pledged to use its influence
agonist whiskey, wine, beer,
or other intoxicating liquor, and not
to cease working and praying for prohibition,
not only in Horry but our
entire State.
They say our church members
want dispons tries, and that some of
them even want to dispense. In an

If he could rise from
the grave and behold the situation,
just as it is now, he would no longer,
we think, call her Independent.
