very near being a jail breaking here
last Monday night; but the prompt
ness of Mr. S. T. Sessions j>revented
the ptisoners from accomplishing
purpose. Harry Troy, title
prayed young negro, seems to have
been at the bottom of the whole
thing. Bert. Kichurdson, a U. S.
prisoner, was to carry the slops down
stub's. Troy told him where to lind
a key and Bert got it and also secreted
an old hatchet in his clothes.
With the key, they managed to open
their cell door unci with the hatchet
were making a hole in the wall. Mr.
S? ssions happened to hear their t oise
t ud promptly stopped them. They
nad a small hole opened when found;
but it would have taken them some
time to finish one largo enough
They are still safe behind the gritting*.

The boiler of Mr. Fink Sutler's
saw mill on ('iimp Swamp in the
l>uck Creek section hnrstcd some
days ago. Everyone ahont thu mill
was in some way in jured. The negro
lireman was hadly scalded and had a
thigh broke; but unless he dies, there
will have been no lives lost by the
explosion. Tins is extraordinary
considering the unnsnal capers the
lividy boiler cut- np. The whistle
and smoke slack flew away. The
boiler itself leaped out of its bed and
went sixty feet, touching tl"u ground
twice on the way. And it went fur
twice end foremost, to?, which seems
rather strange. It was a lucky escape
for those near the mill certainly.

Last week a farmer of this section

one, we suppose, will reach after the

But it certainly seems that an industry
as important as sheep raising
should have some protection from

wort hless dogs. We believe any effort
on the pattof our Representatives
to ahate this evil, would meet
with the hearty approval of the

TOWNSHIP.
Petition in Circulation What Is
Thought of it in Town The
Law on t In* Subject.
A few interested parties have been
agitating the question of a dispensary
for this township during the past
few wf?eks. Though the petition,
now in circulation calling for an
election, doe* not specifically say so,
the idea seems to be to have the Dis ;
located in Conway. The petition
reads as follows:
To the Honorable Hoard of County Coin
inissionersof Horry County:
We, the undersigned voters of Conway
Township, desiring that a Dispensary be
established in this township, ask that you (
mil an election to settle the question of.
"Dispensary" or ' no Dispensary."
It comes from a seemingly author
itative source that though this peti
tion has not been all ovei the town i
ship, it has been (ptito extensively
signed; some 7o or ou mimes is said
to lie upon it with other plums to;
hear from. There is something like
400 voters in this township ami those
interested Say there will be no trouble
about getting sullicient names to
have an election 01 lie red.
The fact that such a petition is in
circulation and being pushed hv the
Usual out of date arguments has put
the people of town to thinking over
what would be the effect of the establishment
of a dispensary here. The
reporter has taken the trouble to I
gather a concensus of opit.ioi upon I
this question and finds that the
whole town is practically unanimous
against such establishment. Many
persons, though, are of the opinion
that if one should be put upon tne
county it ought to come to Conway; I
others emphatically agree that the

man was found who would under
such conditions head a subscription

The arguments for and against
the Itispensarv's establishment, it is
not necessary to give. K very bod v
knows them. The combination of
words that may bo cleverly put t'?_
gather by those seeking soft jobs can
be made to sound very nice; but there
are facts that set them ali aside. Ii

The law on the question of the lo- j
cation of a Dispensary in Conway |
keeps our town day at least for the!
next twelve months. Section 8 of
an Act of 1881), entitled "An Act to!
Incorporate thu Hutroughs School of
Conway, Horry County, South Caro- !
linn, and to prohibit the sale of in- |
toxieating liquors within one mile
thereof," reads as follows:
That the sale or barter of spirituous li(|Uoi's,
wine, beer, or other intoxien'ing
drind or beverage of any kind, in any
quantity whatever, be, and the same is
hereby expressly prohibited within a radius
of one mile trom said school; that iio
license, from any authority whatever shall
warrant sum saie; anu \\ nosoover snail ne '
found guilty of violat'on of this Act shall
be punished the same as if convicted of
retailing liquor without a license in this
State.
Aii Act of 1818 (No. 471, page
508 of Vol. 11?, Statutes at Large, S.
C.) reads:
That from and after the passage of this
Act i shall not he lawful lor any person
or persons whatsoever to sell 01 expose
for sale any sj irituous liquor or liquors
within one mile of any church, school
house, college or university within this
State, and the County Commissioners of I
the several counties are hereby prohibited
from granting licenses for such purpose:
I'roriilnl, that nothing herein contained
shall apply to incorporated cities, towns
and villages.
Sections 44 and 40 of the Act of j
1893, known as the dispensary Law, 1
road thus:
Sec. 44. All Acts or parts of Acts inconsistent
with tins Act are hereby repeal
ed.
See. 40. This Act shall not lie held or
construed to. iu any manner, repeal or effect
existing laws prohibiting the sale of
intoxicating liquors within certain distan
cos of churches and school.
So, with this statutes unrepealed ?
in effective force?upon our statute'
book8, it is not lawful that a Dispen- !
sary be located in Conway. It is;
probably very well so. Conway is j

place in the county it would pay to j
establish a Dispensary, and it is not
certain that it would pay here.
Anyway the experiment will have to
he tried elsewhere than in our town
The other points spoken of for the
Dispensary are Toddville and I .oris.
Whether these places have been
held up as a menace to the trade of
the town if Conway does not accept
a Dispensary, or are seriously
thought of, may he learned later. If
the former, we will hear little more
of tho matter seriously; if the latter
those who fear that the establishment
of a Dispensary at Toddville or at
l.oris would injure Conway may
have a chanco to have their feats
proved groundless.
Taken all in all the establishment
of a dispensary in Horry need hardly
lie feared,

OBITUARY.
LKK.?Mr. Kthel Lee, was horn
in Horry County, S. C, on March
26ill, IS 10, and died at his residence
on Kingston Lake, .January, 15, 1801,
aged 44 years, 9 months and 10
day 8.
He was strieken with paralysis on
Kriday previous to his death and
never spoke again, t )u Monday
morning at 1 o'clock A. M., he quietly
hreatlied his last. On 'Tuesday
following his remains were laid t<?
rest in (Jood Hope Cemetery. Mr.
Lee was a man of good character,
and was held in high esteem hy all
who knew him. He was a consecrated
Christian and had been a member
