ACCORDANCE.
The battle for the dictation of the
South Carolina Reformers' p -1 icy
still continues. It tlourished for a
time in South Carolina, the present
resitler.ee of Discord; but here it
couldn't stay- The Conservative pa
pers that had hitherto at pencil and
ped in hand on the outside boundary
fence watching the row, saw Gov.
Tillman serenely sitting almost at
their own height on an inside six rail
boundary. They promptly jumped
down; and such was their hurry that
they lost one another in the scram
hie. The NeifS ami Courier pats
(Jen. Ellerbo on the shoulder with
heavy hand. The lias hemmed
the shadow of the poetic and imagi
native Dr. Sampson I'opo in a corner
and is now busily engaged i*. in
tercsting the public in the looming
greatness and Hour-paste consistency
of that mighty insistency. The
Greenville jV?Vs?has hunted up its
charter membership title in the lie
torm .Movement, borrowed a bit of
T. Larry's bucket of slush and is
having a high old time among the
bjys. I'lio Spartanburg Hcruhl has
tied a paper string around its leg in
imitation c f its company, built an
image of John Gary Evans of "old
quoins and en quads*' and says "liebold
Tillman 11."
The great leaders of Heform looked
upon the marvel and wondered.
"Better lookout -something's going
to fall!-' ami fearful of the fall of
that mysterious something Lhev forthwith
and hurriedly "stood from under"
and scampered to Washington.
"'J'ho friendship of the wicked is
greatly to be shunned." They must
have the condemnation of these antidailies
or die. What shall be done?
"Let's make up and do something
dreadful." But Senator Irhy puts
his righteous foot down: "there is a

Third Party by resolution if a March
Convention shall be held." The
Senator may believe paternal system
of government and threaten to withhold

bill, but he's a Democrat "and a protector
of South Carolina Democrats.
Well may the enthusiastic admirers
of the great but junior Senator remark
in a Howery stage whisper (a
whisper it must be in this corner of

While the Senator is busy saving
tno State to Democracy and Reform
?laying himself liable, to Refawtnative
impeachment for attacking the
"State House ring"' and incurring
the praise of the Greenville AV?r.<,
the Great Reformer, St. Tillman, the
apotheosized, is busily engaged in
imitating the illustrious example of

reputation as a "fighter"
and a "plain blunt man." The

reform leaders in Washington was a
failure so far at least us the reconciling
the differences among themselves
was concerned. A blind prophet
could have foreseen this result. Gov.
Tillman has sown more dragons
teeth in South Carolina than any
half do/en who ever lived in it; and
now to assume the role of peace maker
is supremely ridiculous. The
teeth planted are springing up and
the harvest is approaching. What a
man sows that shall he also reap.

The proposed bond is-im, although
long expected, has aroused more excitement
among the anti administration
democrats than the silver rpicstion
did, although it is regarded l?y
most of them as the logical sequence
of President Cleveland's silver policy,
or rather, anti-silver policy.
The knowledge that it is impossible
f<>r Congress t> prevent this issue of
bonds but adds to the excitement. It
was a fortunate thing for the administration
that the announcement was
made while the House was tied up
with (lie continuing rule under
which the tariff biil being considered.

Carlisle. The opposition fully realizes
that it cannot stop the issue of
bonds, and that fact will operate to
prevent inat.y who would otherwise
support tho resolutions doing so,
but there is n determination on the
part of all of tho populists and of
many democrats from the south and
west to put their opposition to a
bond issue uu record. They know
that it will bo an ea*y matter to su
manipulate the government linances
as to use the proceeds of tho sale
of bonds to buy gold for the redemption
of outstanding notes; and they
know also that the m ney will actually
boaiscd tn pay current expmi
ses. The point they wish to make
plain to the country is. that Secretary
Carlisle has authority to issue
$50,000,000 of bonds he has author
ity to issue an unlimited amount.
They contend that the authority
conferred by tho act of 1875 was iutenued
to be used only in the case of
some8udden emergency when Congress
was not in session, and that its
use at this time when the sentiment
of Congress is kn~wn to be opposed
to a bond issue is improper. .So far
partisan politics does not enter this
question, but it is expecting too
much for it to be kept out of it.
