Washington Letter.

It may sound a little odd, but it is
none the less true that as great a
sensation was caused in Washington
by the arrival of the news that the
provisional government of Hawaii
was still in power and that Minister
Willis was it: good standing therewith
and had no open step towards
restoring the monarchy as by the
announcement that the administra
tion favored the (Jueen's restoration
and had instructed Minister Willis
to bring it about. Members of the
administration arc not saving a word
or giving any indication as to
whether they were surprised or
otherwise by the Hawaiian news and
the clerks in the Department of State
have all been put under oath not to
reveal a w ?rd concerning the <-011
munioation receive! by Secretary
Greshatn from Minister Willis. The
Navy Department received a long
(lisp ttch fro 11 Aduvral Irwin, but
its nature can only be surmised, as
it has not been made public,
although it would make "mighty
interesting" reading at this time.
Public opinion here is very much
divided 011 the present status of this
Hawaiian business, some believing
that tile news proves that it, has
been the intention of tlw administration
to use force in restoring the
Queen, and others that Minister
Willis found upon his arrival at
Honolulu that it would bo impossible
to carry out bis instructions for
the restoration of the Queen without
bloodshed, and so reported to Secretary
Greshatn. Some believe that
the administration will at once make
public the report of Mr. Hlount and
its instructions to Ministor Willis, and
others that nothing will bo made
public until Congress moots unless
some important change shall take
place in Hawaii. Vow people now
believe the restoration of the mon archy
probable, although may think
thers may be some sort of change in
the government of Hawaii.
The nature of the tariff bill which
will, it is generally expected, be
made public this week, or next at
the outside, is so far largely a matter
of conjecture. Chairman Wilson
says it will probably surprise a groat
mar.y people, but he does not say
whether it will bo because it is more
radical, or more conservative than
those who are to bo surprised expect
it to be. Your correspondent has
excellent reasons for believing that
the bill will he both surprising and
disappointing to the extremists on
all sides. That is to say, it will
surprise and disappoint the extreme
protectionists because it will not
wipe out protection as they have expected
and hoped it would do and
thus give them a powerful argument
for campaign news; it will surprise
ana disappoint the free traders
because it will contain more protection
than they cither expected or
wished it to contain. Representative
Bryan, of Nebraska, is generally re
cognized as being one of the leading
outright free-traders on the Ways
and Means committee, and when he
was pressed to give some idea of the
general character of the bill, he said
in a disgusted sort of tone; "All I
am at liberty to say is that the bill
will be an approach to a tariff for
revenue only." There is a volume
of meaning 111 the word "approach."
Up to three or four days ago it
was regarded as certain that t he new
tariff bill would impose an income
tax, and oven now it is thought to
be probabble that it will, but the
spirited opposition of Representative
Bourke Cockran, who is said to represent
a strong democratic element
in the East, has had some effect upon
the members of the committee and
there is a doubt as to how some of
tneni who have heretofore favored
the income tax idea will vote when
it conies to deciding whether the
bill shall impose one or not. Cock rah
says an income tax will make New
York City as strongly republican as
it is democratic, "out Mr. Cook ran
has made other political predictions,
notably one at the Chicago convention
last year, that were a long ways
from corning true. However, there
is no doubt of his having frightened
some of his party colleagues; how
badly a very few days will show.
Will Ambassador Van Allen decline
to receive his commission? In
view of all that has gone before, that
i may appear to be a foolish question,
but inasmuch as his nomination was
confirmed by the Senate a month
ago and that hns neither appeared at
the State Department to be sworn in
and to receivo his instructions nor
writ ion to say whon lie won lit como
it may not t>o so foolish after nil. :
According to law and custom ho
should ho at at his post within sixty
days from his confirmation, but por
haps Mr. Van Alen, like others of
his class, thinks his own will superior
to law and custom.
Thoro has been considerable talk I
here about a reorganization and
rcehristening of the populist party,
dropping for the time being all other
questions except that of money. It. 1
is too early to predict whether any*
thing will come of it all.

kinds of material. If, for instance,
the silver dollar and the gold
dollar were of precisely the same value
and could be so kept at till times
there would be, in fact, but one stand- j

of values. Whatever that actual I
standard may ho us established by '
the laws of trade and finance, wheth t
er it bo so many grains of fine gold 1
or so many grains of line silver, it is i
the duty of the Government to c.on- 1
form to it in payment of its obliga '
tions and in all its dealings with the '
