Tlio Koport of tlic I'nitetl Slates Agricultural Department for 1 he >1 out li of Oeto'?er Washington, October 10.?The October teport of the statistical division of the department of agriculture makes cotton show a decline of 2.7 points from tlm September con ditinu, which was 73 4, as against ' YU.Y l<>r tins month. I'lm condition i of cotton in tlie month of June was 85.0, declined to 82.02 in July and J to 80.1 in August, losing from that titno to the present 0.7 points. The retrogressive tendency has been persistent during the season. Reports from the most fertile parts of the cotton belt are far from hopeful. The Texas crop of 1892- I 93 was about 31 per cent of the entire crop of the conntr , and the) October report of this department j for 1802 showed a condition of 77 per cent as agauist 05 per cent for 1893. The percentages of States are Virginia 93, North Carolina 70, | South Carolina G2, Georgia 70, Florida 84, Alabama 70, Mississippi 73, Louisiana 71, Texas 05, Arkansas 71. Tennessee 50. 'The Ontnbnr I condition in the States of Virginia! and North Carolina is the same as th tt of September, while Texas gained two points. Reports from eight remaining States indicate declines in condition from .1 to 10 points. The State averages for September are: Virginia 03, North Carolina 70, South Carolina 63, Georgia 77, Florida 85, Alabama 78, Mississippi 78, Louisiana 81, Texas 03, Arkansas | 80, Tennessee 66. The causes of deterioration are the same as those reported in the September report. ' The weather conditions have not been favorable; protracted and widely , prevalent drought, excessive mois- ' ture in some places and various j insect enemies of the plant have all contributed toward producing the I low conditions reported. For although all the evangelical churches avow their belief that there is such a person, nevertheless there is a misty hesitancy in believing hnn to be a real, pushing; persevering business man. "He has a faculty of getting his hands into the atfairs of men, and in the working out of his plan displays superhuman energy ami shrewdness and a supernatural knowledge of the human heart. "If new light has been brought to bear on this subject, if what we thought to for and to fight is, after all, only a fancy, then let us meet the truth half way. Let us be honest before wo arc othodox, every time. Let us omit personal allusions to the vil ono which wc have been accus tomed to apply in prayer and praise.
