A SHOUT COTTON C1{(>1?.
Tlio Koport of tlic I'nitetl Slates
Agricultural Department for
1 he >1 out li of Oeto'?er
Washington, October 10.?The
October teport of the statistical division
of the department of agriculture
makes cotton show a decline of
2.7 points from tlm September con
ditinu, which was 73 4, as against '
YU.Y l<>r tins month. I'lm condition i
of cotton in tlie month of June was
85.0, declined to 82.02 in July and J
to 80.1 in August, losing from that
titno to the present 0.7 points. The
retrogressive tendency has been persistent
during the season.
Reports from the most fertile
parts of the cotton belt are far from
hopeful. The Texas crop of 1892- I
93 was about 31 per cent of the
entire crop of the conntr , and the)
October report of this department j
for 1802 showed a condition of 77
per cent as agauist 05 per cent for
1893. The percentages of States
are Virginia 93, North Carolina 70, |
South Carolina G2, Georgia 70,
Florida 84, Alabama 70, Mississippi
73, Louisiana 71, Texas 05, Arkansas
71. Tennessee 50. 'The Ontnbnr I
condition in the States of Virginia!
and North Carolina is the same as
th tt of September, while Texas
gained two points. Reports from
eight remaining States indicate declines
in condition from .1 to 10
points.
The State averages for September
are: Virginia 03, North Carolina 70,
South Carolina 63, Georgia 77, Florida
85, Alabama 78, Mississippi 78,
Louisiana 81, Texas 03, Arkansas |
80, Tennessee 66. The causes of
deterioration are the same as those
reported in the September report. '
The weather conditions have not
been favorable; protracted and widely ,
prevalent drought, excessive mois- '
ture in some places and various j
insect enemies of the plant have all
contributed toward producing the I
low conditions reported. A late and !
favorable autumn is the only hope j
of improvement. The weather conditions
are favorable to successful
picking in most parts.

Don't Doubt A Personal Devil.
Philadelphia Times.
The Rev. Thomas (J. F. Hill, the
nnwlv r>l<?pt? ?11 iviatur <i f ilw, \\.'.,L? I
T , V- " v~
field Presbyterian Church, German- 1
town, List Sunday evening preached i
on the subject: "Do wo believe in a |
personal dovil?"
After a brief introduction in which
ho asked the question, "If his
satanic majesty is gone who carries
on his business?" lie said: "It is
with hesitation that one undertakes i
to talk 011 a theme like this, for we'
have under discussion a person con
coining whom many people go on
the principle that the less spoken of
hi in the better.
"Perhaps the real reason people
don't like to talk about him is that
any display of knowledge concerning
his doings or his whereabouts
might seem to indicate a too intimate
acquaintance with him.
"No, a great many men and women
never once think of the devil in
this way, and, on the other hand,:
they regard the name us a kind of
term standing for the general prin- i
ciplc of evil. It is a sort of a moral
sewer gas, which gets in our homes I
and causes trouble. Actually to!
such a height lias the disbelief in
some cilcles that this whole subject
of who the devil is lias been summanly
thrust aside as not worthy of
serious consideration.
"So strong and so determined has
this opposition become; ovou among
otherwise orthodox Christians, that
one may well quote of them what
Mephistopheles says to Faust, 'They
would not believe it was the devil
even though lie had them by the
throat.' For although all the evangelical
churches avow their belief
that there is such a person, nevertheless
there is a misty hesitancy in believing
hnn to be a real, pushing;
persevering business man.
"He has a faculty of getting his
hands into the atfairs of men, and in
the working out of his plan displays
superhuman energy ami shrewdness
and a supernatural knowledge of the
human heart.
"If new light has been brought to
bear on this subject, if what we
thought to for and to fight is, after
all, only a fancy, then let us meet the
truth half way. Let us be honest
before wo arc othodox, every time.
Let us omit personal allusions to the
vil ono which wc have been accus
tomed to apply in prayer and praise.
If they occur with inconvenient frequency
in the passage of Scripture to
bo read let us explain them as mere
figures of sneech. Let im fmWai
to u?e the term devils. If we are to j
conclude thatja belief in n personal1
devil is belief in a myth, for honesty's
sake let us sweep it out of doors
and cease to invoke tlie aid of thit>
/ imaginary infernal police to enforeet
the mandates of the moral law. .
