NEW YORK FASHIONSOut
Door Garments; Millinery,
NoteS And AnswersOutdoor
garments are in extraordinary
variety as to shape and
lengths vary from capes that reach
a little below the waist4to long cloaks
that envelope the ligwre. The run
of the season however is on deniilong
coverings chiefly in coat or
jacket shape, hut they are closolv
rivalled by capes which are often
now in military cut with sloping
shoulders an 1 sometimes addition of
a hood, the same style of cape being
usually worn with testers. In indepondent
etipes there is room for
the employment of great taste, by
the use of fancy materials which also
come in with effectiveness for evening
cloaks and in till kinds of garments,
the revival of gros grain silk
or velvet, litis brought about much
that is noval. Yet y graceful cloaks
show a U'atteau plait and this likewise
is seen on denii-long capes not
in military contour. The
AYKHAGE VVH < WPE
reaches several inches below the
waist and here the shoulders are
high. For the few however, costly
demi-lotig coverings in mink, seal
or IVrsiou lamb are distinguished, a
finish of mink tails on tne first named
being in high esteem, though l?y no
means obligatory. For evening,
demi-long capes or long cloaks of
rich fancy fabric are lined with
squirrel lack fur and perhaps bordered
by some other handsome variety
a special introduction of the season
being Third lamb fur dyed in different
c.olars or at times showing a
oombinatioii of colars. A somple
cape seen at Lord and Tarfor's, is
demi-long and made in brade dis
playing black (lowers on a pink
groundwork. It is lined with Thibet
fur dyed t<> match that shows within
the upright colar and peeps forth
on the eugo. Trcety evening capes
are in Thibet lamb fur either white
or colored with muffs to match. The
use of high colars on out door gar
ments is frequent and muffs remain I
the same in shapo and size of last
season. Demand for fur colars tin
ished by the animal's head, is immense
and the kinds most worn are
mint, stone martin or sable. In
M1LLINEKV
a new idea is that of felt left raw on
the ed^es, although bindings arc
frequent and braiu as a finish is in
much vogue. In colars there is
extraordinary mixture, such as yel
low with magenta and perhaps an
ndition of green: a hat with brim of
blue or black velvet may have a
crown of crimson or gay plaid velvet
with illuminated ribbon as a
trimming and perhaps an irrideeent
buckle in finish; black lace laid over
bright green or yellow, produce
market contrasts; black feathers or
ribbons on c< htrs, have a correspond
ing effect and the free woe of Per
sian colorings gives an added touch
to bright llctures. Hats arc usually
very largo with straight brims or
full and fancifully disposed in front
with very narrow brim at the hack.
Distinguished hats are made of black
ur origin, cuioreu sunn inul smothly
on the frame over which bla'k lace
is placed with unique result and a
favorite lluish for these are in
millinery in generally, are huge bows
standing out o i either sido with
plumes and aigrette rUing at the
centre. White guipure or Orintal
lace, tin1 former generally laid plain
or rising in stitT loope are prominent
factors and this reason like last winter,
are a favorite coin'iination wish
fur.

A New English Policy.
London, Oct. %'Z.- -Considerable
surprise was ea sed in political circles,
and especially in co'onial circles
yesterday with a report that Mr.
Gladstone proposed to withdraw Brit
ish troops entirely from the North
American coknie* and require Canadians
and Newfoundlanders to main
tain their own means of defense. It
is known that the question has been
seriously discussed among the members
of the Cabinet and that Mr.
Gladstone is decidedly favorable to
throwing the ca'onistg in all parts of
tho world, as much as possible on
their own resource*, lie has t o idea

that before another 12 months will
have elapsed the Canadians will be
culled upon to occupy the forts now
garrisoned by imperial troops, and
that tho Cape Government will also
be required to take similar rcspon

has expressed the opinion that
