The Truth about State BanksAtlanta

The Chicago Tribune bitterly at*
tacks the State bank plank in the
Democratic platform, and claims
that it is mainly supported by South
eru iiomocrais.
Our contemporary endeavors to
convoy the impression that it is simply
a swindling scheme on the part
of reckless Southern adv enturers, who
desire to llood the country with a lot
of worthless money. It says:
The South was always in favor of
State hank issues; that section believed
that that important attribute
of sovereignty?furnishing the peo- I
plo with currency ought to be split
up into chunks, each State to have
one The South was against a national
bank or a bank <>f the United
States because it believed ([in State

South favored the State hank shinplasters
was because it was able to
make a pretty penny out of them by

For yours Southern sharpers started
hanks in Southern cities, towns, anil
villages, issued their wildcat and red*
dog notes and peddled thorn out to
Southern merchants who owed dehts
at the North and loaned them to
Northern speculators. The creditors
who took the "cuts' and "dogs'*
wore afraid of it and scattered it as
fust as possible at, a discount and the
stutf went drifting from hand to
hand at greater discounts until dually
the ^tate sovereignty institutions
busted and the notes sank to zero.
The war put an end to that great
Southern sliinplaster industry, hut
the chivalric gentlemen of ihatsection
are anxious to renew it.*'
But this is not all. The Tribune
links wildcatshinplasters with tariff
reform, which it calls free trade,"and
goes on to say:
"The Democratic free trade policy
will cut down wages one half. The
Democratic financial policy will pay
that remaining half in wildcat and
reddog shinplasters by Mobile, Macon,
Milledgeville, Atlanta, Nashville,
Little Hock, Galveston, Coiuin\
bia, iSavunnuh, Charleston, Way cross
\ and Brandon Banks, worth some?

This is sheer impudence and dense
ignorance, if not something worse.
The recent reduction of wage3 in
highly protected industries answers
some of this nonsense, end (he testimony
of the older business men of
the country should refute the falsehoods
about the State banks. For
about eighty years the American
people got along very well with a
State bank currency. They developed
their resources and grew powerful
and prosperous. There were a
few wild cat hanks in the frontier
States of the west, but exposure was
always prompt and they were unable
to swindle the public long. The
notes of the banks in (ieorgia, South
Carolina, Louisiana, ami other South
err. states, were as good as gold all
over the u lion, unci even in Canada.
Daring the war confederate prisoners
in the North were able to exchange
their Georgia bai k notes for
greenbacks.
If we revive this system now it
will ho better and more closely guarded
than in the old days. Kflicient
State inspection will keep our local
banks np to the proper standard.
Wo have already accepted the
statement of our opponents that
State bank notes would constitute a
local currency. That is precisely
what we need. Our gold and silver
tieasury certificates and national
bank notes will give the country a
national currency, ar.d the notes of
our local hanks will then naturally

are to be redeemed, and where the
people have full knowledge of the
resources, stunting and credit of the
incorporations of the banks. We
want just such a currency? a currency
that will not drift to the eastern
centers and stay there.
Our Chicago contemporary will
find upon investigation that this is
110 sectional issue. Many of the wisest
and soundest financial experts of
the Kast and West favor this reform,
and sooner or later it is bound to
come.
