please let it be known that
the efforts made to discovor and 3cll
ah ndoncd land is entirely for the
purpose of protecting the tax payers,
and seeing that tho.ie who do not pay
taxes, hour their share in the cost of
State Government. Where large
bodies of land have been for years
paying no taxes, it is certainly pro
per that they should he made to pay.
The State had no intention of oppressing
the people but only to see that
all are on an equal footing. There
are cases where parties have no deed
for their land?Now where taxes
have been paid for the last 10 years

I saw in tho Reyhter a short time
ago a piece relating (o the Fisrli Pa
trolsj of Winyah Bay. In regard tc
the breaking up of tho Fishermen I
think that the notorious writer is
sadly mistaken when ho says that i;
was, 0. F. Caughman's strict attendance
to duty that Broke up the fishing
before the season was out. If
Mr. Caughman was such a strict Patrol,
how was it that there was not
a man reported for fishing on unlawful
days. Caughman cannot deny
the fact, that (he Shad Fishermen
fished unlawful days as well as lawful
ones.
As (o t he size and safety of the
Patrol Boat. Cupt. Woodbury says
it was safe for Cuughmuu and his
crow. If so why did he (Caughnian)
tell one of his Sub-Patrols to stay
in town as the boat was not large
enough to carry him. And I, as an
experienced waterman, agree with
Caughnian on that point. Again
Col. speaks of being caught in a
North West blow or storm in his
boat. Did not he (Caitghman)
show that letter to one of his Patrols
and tell him that he only did
that to bind (old man Ben,) as that
was his favorite name for Gov. Tillman.
1 don't think Mr. Caughnian over
saw tho wind blow very hard in
Winyah Bay. 1 am sure the Little
Patiol Boat would not live in a very
heavy storm with Cauglnnan and
crew nuoaru.
Again ho, (Caughman) gets Doar
and Detyens to write a letter to Gov.
Tillrnan, and the Great Josiah says
he lias no axe to grind: now if ever
there was a man trying to grind his
axe Josiah is tho man. Had Mr.
Dour or Detyens inquired or listened
to public talk ho could not have
written such a letter for Mr. Caugh
man. Though we are not much supprised
at Mr. Doar as he thought by
doing that it would help him to get
his tit again. Did not Doar say
openly that he would sit on a jury
five months or more before lie would
convict a man for shad fishing.
Therefore we cannot expect any
thing bettor of him.
Again they say that ('apt. Daggett
was asked by letter to give better information.

such a letter was written it never

with the original instructions, sent
to every post in the United States,

free quarters must he made to the
Committee in Washington before

President Hanson's quarantine
proclamation was what was considered
by members of the Cabinet and
! others who were consulted before it
was made public a justifiable bluff
i to prevent the steamship linos taking
immigrants front the infested Kuropoan
ports for tho United States, and
frail information since rocoived it
will he successful. It was very
well known to the President and the
members of the Cabinet that the
National Government lias no legal
authority to over-ride or sot aside
the health regulations ami laws of any
laws of any state; but it was expected
that the proclamation would be
endorsed I>v the State Hoards of
Health, which would make it as
binding as if it were actually a law,
and a number of them have approved
the proclamation. So fur as known
the only "kicker" is the health oflicor
of New Vork City, and no fears
are entertained of a:.y serious class
with him, but if lie should try to
make trouble the Attorney General
will at once recommend to President
Harrison tho calling of an extra scs
sion of Congress to pass a law putting
the control of all quarantine
against foreign countries in charge
of National authorities. It would
he a blow to "state's rights," but at,
Mich a tune of general peril the benefit
of the whole country would
probably out weigh, in the eyes of
Congress, any injury that might be
done to theories of any sort by the
passage of such a law. The true
theory of government is the greatest
good to the greatest ntimber.
Owing to the unexpected ordering
of t1 o Concord to Venezula and
the i^earaagn to the West indies, the
Navy Department has informed the
Citizen's Committee that it will not

Washington during the G. A. R.
