Senator (Jnay is to retire from the
hottil of the Republican National
Committee and Assistant I'ostmaster
(Jeneral Clarkson is to succeed him,
if the rumor which is being much
I
talked ahout here is true. According
to this story the change is to
take place id the meeting of the committee
which has heon culled for
May 7, in this city, ami it is to he
made at the special request of Mr.
Harrison.
In reporting the Senate anti-trust
bill to the House the Judiciary committee
took occasion to give the Senate
a blow below tile bolt. The report
savs that the measure is not
w hat any member of the committee
won hi have proposed upon his own
motion, but it recommends its pus-1
sage us perhaps the only legislation
possible under exist ing circumstances
by this Congress. In order to get
the full force of this report the fact
must be remembered that both in
and out of Congress tin* opinion is
general, that this bill will accomplish
not hing.
That Congress can sometimes rise j
to the occasion was fully shown
when the joint resolution appropriating
$150,000 for the relief of the
8utTerers by the Mississippi Hood be
came a law in less than two hours
after it was introduced. Representative
Coleman, of Louisiana, introduced
it in the House and pushed it
right through; Senator (Jibson performed
a like service in the Senate,
and as soon as it was engrossed Mr.
Coleman jumped into a cab and took
j it to the White House and the I'resi
, dent immediately signed it. Mr. I
Coleman then went t<> the War department
ami got the Secretary of
War t<> telegraph its passage to the
officers in the Hooded district. The
nearest approach to opposition the
resolution met with was when Wi'p
rosentativo l'dand, of Missouri, asked
where Congress found the authority
to appropriate money for the relief
of the people in the various states. I
lteprescnlativc Cannon, of Illinois,
replied that they found it in precedents
and in the demands of 35,000
starving people. Which was right?
Mr. I teed went to Pittsburg Saturday
and Mr. IhmWs was appointed
Speaker pro-tein of the House.
The attempt to defeat the appropriation
for the civil service commission
in the I louse failed, but til
members voted for it. A vote for
the outright repeal of the law would
receive a much larger vote than that,
but not large enough to repeal it

Politics have been getting quite,
warm here of late, and since the in-s
trod net ion of the republican Sena-!
torial caucus Federal election bill
they have become red hot. The
demoemts call the measure revolu
tionarv and say they propose to resort

it. The republicans don't say
much, hut they go right along preparing
to pass the hill, and as a pre- j
liininary thereto a resolution has
been introduced in the Senate res-;
tricting delude on any measure to.

notions to prevent a vote being tak>n

The democrats claim that under

The silver ipiestion has been practically
settled by the agreement of
the republican caucus committees of
the llou.se ami Senate upon u Kill,
uml tjie aeeeptanee of that hill by
caucuses of both Houses. Of course
there is souu kicking. Senator Teller
has given notice that he would oppose
the bill and has introduced a
bill, embodying his own idea.*, but
the caucus bill is bound to pass.
The silver men who are plentiful
here just now, regard the bill as a
victory for (hat metal and will work
for its "passage."
The MoKinley tariff bill will
probably be called up within the
next t\\<? weeks. There will be no
trouble about its being passed by
the lbmse without material amendments,
but it will not fare so well in
the Senate. The Senate Finance
committee, before which it will go,
is already deep in the subject, ami
will, it is said, report practically a
new bill as an amendment to the
I louse bill.
The democrats of the House arc
very much interested in the (piestion
of who is to succeed the late Mr.
Itumlall as Mr. Carlisle's democratic
colleague on the committee on llulcs.
Mr. Mills is thought by many to be
entitled to the place, but sonic say i
that Mr. Weed will not appoint Mr.
Mills iK'causc <>l" personal feeling,
and others that Mr. Mills would not
serve on the committee because Mr.
Heed is (diairnian id' it. Several other
Southern members are mentioned
for the vacancy including Mr. Crisp
and Mr. lUount. Some think that j
Mr. Ilolman or Mr. Springer will he'
selected.

Mr. Hilton cited several passages
from The W orld's recent articles
wherein serious offences against, morality
were charged upon the deceased
merchant. The World's violent
charges against Mr Hilton himself
are not made the subject, of the indict
mcnt.
