ZE3Iorr3r ZEEersildL ?*e v : a it l oit WASHING TON I, KTT KM. (Regular Correspondi'iieo.) March 17, 1800. The death of William Preston Taulbee, the ex-Representative shot by Charles E. Kincaid, correspondent of the Louisville Times, makes one of the most distressing murders that Washington lias known in many years. The murderer is prostrated by the result of his act and in his frail health and excitable temperament his physicians fear that lie will die before the case can be tried. The feeling of Kentuckians here is i- i r\? i-i imiuu uitiuou. une wouiii suppose at first from the newspaper accounts that sympathy was all with Kincaid, but now that it is established that he pursued his man and shot him before he could turn, sympathy is going the other way. liepresentative Ilenry Cabot Lodge introduced his long talked of Feder- ; al election bill in the House Saturday. The bill has the essential features of yie Australian ballot system and provides for the Federal supervision of elections. The system now in force in Massachusetts is made applicable to the entire country in ( congressional and presidential elec-: tions. Each polling place is put in ] charge of six indues or Nnnervinnr. o ? > r> - -- 1*" three representing each political party. Voters who cannot read or write may have tickets marked by one supervisor in the presence of another of the opposite party. Primarily the elections are in control of the States, but upon the petition of five hundred voters in any district the Federal government will take absolute control. On this clause the tight will be long and hot. From the day the last excursion >>oat on the Potomac tie- up Ian in the fall until the spring morning when the whistles sound again, the average Washingtonian, he of limited resourses and boundless desires on Sundays stays late in bed. The Sabbath sun baa looked scornfully down the deserted streets for good three hours catching only glimpses of an occasional policeman or a be I town gets up. Anil wliother lie look I out through cracked window panes J or through lace curtained French plate, the citizen votes that it will j be, like all Sundays at the Capital a dull day, that is, lie vote- if he he a worldly citizen. It has come to be locally a proverb that Washington is a dull town <>n Sunday. The stray visitor from New Orleans tells von so with uianv sighs for the matinee and the hake ; and the shell road. The St. Louis man, bitter from loss of the fair, r>j dorses him. The wheelmen know this and while the majority of mankind stop at home and grumble, t hey are away over the hills, over roads full of historic* reminiscences, to Tcnalytown, Hladensburg, or ansient't Alexandria, fast nslcej) between tin-; sluggish Potomac and the Virginia) hills. It is nightfall before these j silent wheels again strike the mag J nificcnt city streets, bringing a thousand glimmering rows of lanterns, j like meteors, Hashing through the' shadows. The citizen who goes abroad on horseback, and he is generally ae- j companicd by the citizens, enjoys the day and has the additional advantage of knowing that this fad is in full fashion. There are few cities in this country that contain more good riders, perhaps 110 city of the same population. The members of the foreign legations set the style, and the riding academies have done; yeoman service in developing the riding talent that slumbered undo-1 veloped in society. What of the rest of mankind ami womankind who are not devoted l<? an orthodox observance of the day and who remain in town? They walk hard and long. Up Connecticut Ave., out in (1 cornet own. Don't tell a man lie is a stranger to the truth because he happens to be Bmaller than yourself. Krrors of this kind have been known to be disastrous. Never go to bed with cold or damp feet. Leave them beside the kitchen lire, where they will he handy to put on in the morniugIt is had to lean your back against anything cold, particularly when it is an icy pavement, upon which your vertebral arrangment has caromed i with a jolt that shakes the buttons off your coat. Always cat your breakfast before beginning a journey. If you haven't any breakfast don't journey. When hoarse, speak as little as possible. Don't roam around the house in your hare feet at the dead hour of night trying to pick up stray tacks. Men have been known to dislocate their jaw through this had practice. I Columbia Register. T. Ilendrix McLane, who wears better clothes since Harrison was elected President and seems to have solved the problem of living without work, is secretly trying to organize a political movement in this County. He went out to the Jackson (Jrck neighborhood Friday and sounded some of those who were formally ad, herents of the Creenbuck doctrine as to t heir pos.-ible participation in a new party movement.
