The emigration scheme aot on foot at Leamington is followed by a sort of crusade, a pro gre*s made by a deputation through rural England, to atir up the Serfs to self aaaertioii, and probably to or| ganire, on a yet more extensive scale, an exodus to other land | Such movement* can seldom be gauged by prophecy, especially where a class so stolid and adhesive as the English peasant is concerned ; but it is certain that the impulsion given to the uprising led by Joseph Arch, by the great lookouts of Cambridge shire and Lincolnshire, has spread far, aod has by no means yet reached its limit. The fact proclaimed and enforced long ago by Arch, that the English tabor market is desperately overcrowded, is beginning to be ajk predated by those whom It most 1 terests and to whom It preaches gravest lessons. There is not really room ou the British isle fee the population which has grown upon it ; there is more labor seeking employment than there are laads for the laborers to cultivate, or mills and mines for them to work in. This fact leads to the inference that the only permanent relief to the English peasantry, to those who re main at home as well as those who go abroad, Is in an extensive aod steady emigration. Even were all the idle lands, now held by the no bles and gentry for parks, lawns, and hunting grounds, compelled by some radical law into cultivation, and divided up among a number of owners, the relief would only be temporary; for the Increasing popo iation would, according to the ratio of past growth, move than keep pace with this augmentation of the arable acres. It 1* wire, therefore, in the leaders of the peasants, to lose no time in organising emigration par ties, and thus thin out the surplus age of peasant labor, so that it may come to be in actual demand. When that period arrives, the peasants who stay at home, already aroused to a sense of their lights and value, will . be able' to make terms with the owners of the soil, and few of the latter wilt then be able to afiord vast enclosures devoted to pleasure, sod unfrequented even for that purpose daring the greater part of the year.
