Pc Dear Doctor: During the last war, designated by Ueadty aud others, “The Great Rebellioo,’ we heard much said about -a paper blockade, meaning tbereby, a procla mat ion, in due form and noder proper authority, closing certain designated ports; but failing fo supply the vessels of war necessary to render that blockade effectual. This may give your readers sa idea of what I mean by Paper Reso lution* ; namely, such resolutions as are duly passed by Synods and other ecclesiastical bodies, ordered to be published upon the pages of the minutes, promulgated, with a flourish, by high officials, iu the various church papers, commented upon by sage Editors with all be coming gravity, and sustained by all their wisdom and experience as tbe best movement by any ecclesias tical body for a ceutury or two, and then—left to dity for want of euergy or ability to render them effectual. If for the want of energy', the makers of such resolutions (I do not mean the movers; but the body' passing them) render themselves individu ally highly culpable;, for they be come responsible for neglect to carry out, in good faith, the wishes of their Synod, thereby disappointing the hopes and prospects of tbst body and rendering Its deliberation* operative.
