The question of biennial ses sions of the general assembly will be considered by the voters at the coming election. This matter has given politicians :i taking argument to present to the'people and on first blush it does appear in the interest of .economy to do way with animal sessions, and only have the leg islature meet once every two years. When a member of the Senate we cast our vote twice iii favor of biennial sessions, and did so, as we then thought, on the ground of economy, but siuce then we have studied the matter more* carefully, and ob served the working of biennial sessions in other States, and it has convinced us, the plea ol' economy will not hold good. A session of the legislature it is said cost about $50,000, and un der our constitution it is limited to forty days, but this limit re fers only to regular sessions, and should special sessions be called they would be unlimited, and there is no telling where the cost would go. Our observation is, in States where they hav( biennial sessions, the cost of special sessions is more than Hie regular sessions, and instead of saving money to the people they add an additional expense. W< therefore do not think il wise to charge, especially now, that we are beginning to make progres sive strides. To charge our con stitution would entail a complet? revolution in our financial sys tem and disrupt our entire gov emmental body, and in our opinion we are in no condition to tamper with the governmen tal machinery. There seems to be an idea that if the people adopt the "riennial sessions amend ment in tue coming election the matter goes into eilect light away, and those who are elected in this election hold for four years, those oflices which were formal ly two, but this is a mistake The general assembly which submitted the amendment has Ttl iitl ti J i < . i . The llrst Greater South Caroling State Fair will be held <>n the newi grounds recently purchased hy Hu; State Agricultural and Mechanical Society. and which have been lilted up with nil modern improvements for th?? comfort and convenience ot both ex hibitors and visitors. Thia will l>e the premiums bcinv: only a small part of the benefits. A great many farmers and stock breeders count only what prizes are won, but this should not be the case, because Ibo greatest benefits are obtained In advertising what you have for sale and In meeting with the progressive men from other sections of t!ie State and obtaining their ideas and seeing the results of their m rhoda. The management of the Pair is i aiking every effort to secure new 6x1 Ibitors. Arrangements have been ma-:-- by which freight charges are paid on all exhibits from this State. fre<- stalls are provided for stock, and free bedrooms are furnished all ex hibitors who are willing to stay on the grounds all the time. Numerous res taurants cm the grounds furnish meals a i all hours of the day or niplit at reasonable pri?es, und feed for stock is delivered right at the stalls at the regular market prices, and besides, there are officers who look after all exhibitors and see that every one ls satisfactorily located. All exhibits may he shipped directly to the grounds, for there is ample side track provision for all the cars. Solid cars should be hilled "Secretary State Fair. Columbia. S. C., care Fair Ground Tracks," and they will l>e. rushed right through to destination* Some exhibitors may think they can not make their entries properly, bul Secretary Love will take pleasure in giving all necessary aid, provided ap plication is made to him prior to io o'clock Tuesday morning, as thc Fair opens at that hour and l?o entries eau be made later. All exhibitors of live stock should arrive on the grounds not later than Friday or Saturday before thc Fair, so as to get the stock quiet after shipping and get them to eating well before being put into the show ring. The premium list ls very liberal this year, nod it is to be hoped that the management will meet with success m inducing a very large number of new exhibitors to attend the Fair, so that the Fair will become repre sentative of every section of thc State ami of all Hie resources of Carolina. Information and premium lists will Ive cheerfully supplied upon application in person or hy letter to Secretary Love at Columbia.
