gues of the Soutli Carolinian are in
clined to withheld judgment until he
baa had an 'opportunity to explain.
The fact that the Senator will read
hia explanation probably will rob it
of some of the ahsrp and homely cpi
grama usual to hia speeches.
Many expreaaiona of dissatisfsetion
are heard because cf the manner in.
which the PVesident msde public the
material gathered -by postofflce in
spectors about Senator Tillman. It
ia pointed out by Senators, that the
matter sent to Senator Hsle was not
in response to the letter's request io
the beads of the executive depart
ments for a statement of the opera
tions of the secret service, as the in
vestigation of Senator Tillman's
alleged effort to obtain Oregon lands
was prosecuted by inspectors of the
Postoffico Department.
It was rumored at the Capitol that
the President told a friend, who re
peated the remark, that aji effort was
made by Senator Hale and Aldrieb
to^suppress the, fasts abont Senator
Tillman. Undoubtedly this impres
sion was gained *by a visit to the
President by Mr. Hale, wbo suggested
that tbtf matter relating to Mr. Till
man be withdrawn. President Roose
velt deelined to withdraw the refer
?et .
"Some of the Senator* who have ex
amined oil. of {lie evidence produced
by the President and tho postofflce
inspectors say that if the facts are as
represented, the offense was one of
impropriety and indiscretion, but that
no criminality is involved. It was said
that Mr. Tillman might have intro
duced his resolution calling upon the
Department cf Justice to begin pro
ceedings to compel the sale of the
Oregon land at $2.50 an acre, in ac
cordanee with the original grant, and
nt the same time apply for some of
the land withdrawn without making
himself the target for severe criticism.
In his statement in February last
the Senator said that he had not
bought any Western land nor had be
"undertaken" to buy any.
The evidence submitted ' by the
President shows that prior to this
statement Mr. Tillman had made ap
plication for nine quarter sections.
Defending himself against the ap
pearance' of having made a mislead
ing statement, Senator Tillman told
his friends that he should have said
on the floor that he had not "con
tracted" to buy any land, and that
the whole case against him has been
built upon the interpretation placed
apnn the word "undertaken."
To bring this whole matter before
the public eye at once let it be noted
that Senator Tillman Rome time ago
urged that certain land grants in
Oregon had been forfeited .by lack of
compliance with terms of the grant
and urged that they bo sold. Whilo
looking into the matter he concluded
to make an investment himself. When
certain investigations were being
made by the secret service men this
was discovered. In the late troubles
between the President and Congress
about the secret service appropria
tions which the President wanted re
stored to former sufficiency and the
charges by Congress that the secret
service department was becoming of
fensively active, the President used
itronff language which Congress
looked upon as reflections 'on that
body and demanded 6t the President
instances to justify his language,
while disavowing anv intention of
discourtesy he complied so far as to
give names that fnminhed tho basis
of his language. Thus the cast of
Senator Tillman became a part of
the jostflcation of the President.
It seems that the Senator's case
was stnmbled upon while making cei
taln other investigations. It is also
stated that certain parties who were
offended with Senator Tillmnn'p
urging tho sale of this Oregon land
resorted to this method of revenge to
put the President in possession of the
facts of Senator Tillman's purpose to
aconirt some of this land.
The Senator, it is well known, is in
danger of physical collapse but will
?nake a strong personal defense be
fore the Senate. Now he finds too
that an envelope with certain im
portant papers which he left (before
p<MPg to Enrope) in his private desV
?n i'( mmittee room are missing. lie
does not charge that they were taken
by detectives but such was possible
from the fact that thero were only
common locks on the desk.
To'add to the complication Post
master Rams bos sent Senator Till
man a bill of $10.00 for postage for
n typewriter that the Senator had
franked from Trenton, S. C., to Wash
ington, it being claimed that he had
fto right to send it under the frank
ing privilege. The Senator refuses
to pay the bill on the ground that it
is the government's typewriter, that
he was usinsr in the interest of the
public and that it was the custom so
to do, he having never heard of any
rule promulgated against it.
ITad it been his own private affair
he would have expressed or freighted
it. Senator Tillman has been accredit
ed with rigid honesty as is President
Roosevelt, the former fiery to the term
of "pitchfork" and the latter impul
sive to an nnnsual deeree. Withal
the public will most probably pass 110
judgment until furthlr developments.

The only incident worthy of note
in the proceedings of the House of
Representatives and whieh caused a
good desl of amusement was a brief
discussion Of tha forthcoming African
hunting trip of President Roosevelt.
Incidentally there was a reference to
the ffcmoafe so-called Ansniss Club.
The whole dobete hinged on the
newspsper story stating that Major
Edgar O. Mearns, of the srmy, was to
accompany the President and that in
order to do so he had been put on the
retired list with increased rank. The
matter was brought up by Mr. Msnn,
of Illinois, in junnectlon with the
consideration of a bill suthorixing the
issuance of commissions to officers
who. retire with increased rsnk.
The remsinder of the day was de
voted to the consideration of a num
ber of miscellaneous bills and resolu
tions. ' " ,

Senate Summary. _
Characterizing the aetion of the
Preeident in directing the Attorney
General not to prosecnte the United
States Steel Corporation for ita ab
sorption of the Tennessee Coal and
Iron Company aa "another arbitrary
and lawleea act of the Chief Magis
trate," Senator Culberson, of Texaa,
introduced a resolution in the Senate
instructing the committee on the judi
ciary to report at as early a date aa
practicable whether in the opinion of
that committee the President was
authorized to permit such absorption.
Mr. Culberson, at considerable
length, criticised the President and
insisted that Congress had the right
to give directions to a bead of an
executive department under eertain
conditions.
Senator Hopkins declared that the
Texas Senator was not properly rep
resenting the President and said that
Mr. Roosevelt had not approved the
action of the steel corporation, but
that he had merely "not felt it hii
duty to oppose such action."
Senator Foraker gave notiee that
he would speak on the JBrownsville af
fair next Monday when he said he
would ask to make his bill for the re
lief of the soldiers of the Twenty
fifth Regiment the unfinished bad
ness of the Senate.
An amendment was reported to the
Senate from the committee on finance
providing for an increase of the sal
ary of the President to $100,000, and
of the salaries of the Vice-President
and the Speaker of the House of
Representatives to $20,000 eaeh.
The Senate adjourned at 1:22 p. m.
House Summary.
Although technically under consid
eration in the House of Representa
tives the District of Columbia appro
priation bill was side tracked, while
the membfers indulged in general de*
bate. iThis took a wide range, tha
proceedings openeing with a defense
of the rules of the House by Mr. Olm?
sted, of Pennsylvania. His remarks
stirred up the subject in all its phase*,
and gave the so-called insurgent# wi
der the leadership of Mr. Gardner, of
Massachusetts, an opportunity to air
their grievances. Mr. Coekrsn, of
New York, occupied middle ground
on the proposition.
Mr. Taft's reported intention to
break the solid South was ineidsntally
brought into dissuasion in ths course
of a speech on the tariff by Mr. Shep
pard, of Texas, who remarked in that
connection that the President-elsct
had made himself ridiculous,

Bouse Summary.
After having made him the target
all day for critioism with here and
there words of oommendstion, the
House of Representatives by a vote
of-212 to 35 rebuked the President by
tabling so much os his messsge as re
flected on members of Congress in
connection with his recommendations
regarding the secret service detectivei
and also declsring it to be the sense
of the Houss that they shall decline
to considsr any communications from
sny source which is not in its own
judjrment respectful.
Toward the close of the debate Mr.
Qardner, of Massachusetts, vainly en
deavored to secure, first the adoption
of a subetitute for the resolution in
the shape of an amendment express
ing confidence in the committee on ap
propriations, and then the postpone
ment of the whole matter until Mon
day but he was overwhelmingly out
voted.
Senate Summary.
The Senate passed a bill providing
conditions under which the thirteenth
census will he taken. The House bill
which was under consideration was
amended to allow printing and bind
ing of ccnsus reports to be done by
private contract instead of in the
government printing office if found
desirable by the director of the ccn
sua. An amendment placing the ap
pointment of 3,600 census office clerks
under the civil service commission
was defeated.
Senator Culberson's resolution in
