PUNISHMENT FOR CRIME.
In the light of human develop
ment, what should be the ex
treme punishment for ? crime?
In the early ages, under the
Mosaic law, the penalty was
H Au eye for an eye, a tooth for
a tooth and BLOOD FOR
BLOOD." As civilization ad
vanced under the new dispen-|
aation which was inaugurated
with the advent of the Lord
Jesus Christ, this barbaric sys
tem went out of vogue until now,
in the tweutieth century of the
Christian era, we either do not
punish the crimiual at all, or,
inflict punishment in a mujority
cases that is utterly inade- 1
quate to the gravity of the crime
committed. Let us take the
crime of petit larceny as an ex
ample. The accused has, we
will say, robbed the accuser. of
$20. He is convicted and sen
tenced to a terra of six months
on the gang, or, to pay a fine of
$50. He pays his line, or serveH
his time. In either event, where
does the man who has been
robbed come in? Does he re
cover his $20? Not much, yet
as a matter of justice he is en
titled 10 that amount out of the
fine imposed if paid, or, so much
per diem of the worth of the
.labor of the convict until the
amount of which he has been de
frauded has been liquidated.
Passing over the several grades
of crime oilier than larceuy, we
come to the major crimes of rape,
murder and arson which fearful
crimes are, under our law,
punishable by death.
IS DEATH A PUNISHMENT?
Have you, reader, ever given
a thought to this proposition?
What is deuth us u punishment
for the commission of a criminal
act? It is simply a quick re
lease from the pangs of con
science and all the ills of life.
What comes afterwurds is be
yond the ken of man, but it is
our firm conviction that no moral
lesson is tuught through the
legal hanging or electrocuting
of a criminal. We have previ
ously stated, aud repeat it now,
that when the guilt of a rapist
is clearly proved the moral ef
fect of his beiug put away by the
citizens of the community in
which the crime was committed
would be far greater than if the
offender was executed by duo
process of luw. This opinion ex
tends however, only to the crime
of rape. In the mutter of the
other two major crimes, we
want the law to take its course,
but we further want the death
penalty removed, substituting
therefor a sentence of life im
prisonment at hard labor. If it
was feasible we would have the|
Stutd to take our phosphate beds
in charge and put our life termers
in them. Thut would be punish
ment.
There is another feature of this
question that we approach with
caution which is, MTui<e not that
away that the Lord hath given. "

exact, there can arise no ques
tion that the Lord gave life to
man, unci unless the individual
descenda to l he lev el of the brute,

the life that God gave. The

To Hum Supplies For The}
Fiscal Year Ending April
30tb, 1009. .
(Special License.)
Be It ordained by the Mayor and
Aldermen of the city of Camden. & C..
and by the authority of the same:
See. 1. That thla special license or
dinance adopted by the city council,
on the 20th day of April, 1*08. for the
present fiscal year, and passed and or
dained as a special ordinance to raise
supplies fur the fiscal year endlng
Aprll 30th. 1909.
That every person, firm or corpora
tion. encaged or Intending to engage
In any trade, buslnses or profession
hereinafter mentioned, within 1 the
limits of the city of Camden, shall
first obtain a license from the clerk
and treasurer, and all licenses herein
mentioned shall be non-transferable
and for the fiscal year, If not other
wise specially provided. And all an
nual licenses shall expire on April
30th, 1909, but may be revoked at
any time by the mayor or city council;
Sec. 2. All licenses for the year
granted under this ordinance, shall
continue In force until the SOth day
of April next succeeding the date of
issue, and no license .except as pro
vided for by limitation, per diem or
month, shall be issued for less time or
rate than one year. The city clerk
and treasurer shall prepare a proper
form to be Issued in each case.
Sec. 3. Applications for license of
all kinds shall be made to the city
clerk and treasurer and all fees for
same shall be paid to him In advance;
Sec. 4. No person, firm or corpora
tion shall be engaged In, prosecute or
carry on any business, occupation or
profession. hereinafter mentioned,
without first receiving from the clerk
and treasurer of the city, a special
license therefor. Any person or per
sons, corporations or associations full
ing to secure such license shall on'
conviction be fined not less than ($5)
five dollars nor more than ($100) one
hundred dollars or imprisonment not
more than 30 days In the discretion of
tho recorder.
Sec. 5. For a license to carry on any
trade, business or profession herein
after mentioned, the following sums
shall be paid to the city treasurer.
