The quarterly statement of the
Kershaw Couuty Dispensary
feoard which was published in
.The People last week, contained
po me interesting reading.
The termination of it made it
^n effect an annual report as the
total amouut of protits for the.
year paid to the tow us and county
'^9 given. The amount as re
ported is $37,G8G.95. These
hgures approximate pretty close
]y to oue-third of the amount re
quired to run our county and
municipal governments, but the
question arises, who pays this
proportion of taxation? Do you,
^and-owner, capitalist. lien
taker, merchant, professional
man, architect, engiueer, sur
veyor, or newspaper man? No,
jt is the ' common laborer, the
roan with nothing, the man who
never expects to accumulate
an3,thing, the man who from
years of hard experience in the
^battle of life, accepts his lot with
philosophy, and ' Gathers his
foses while he may" who lifts the
^burden from the other classes
mentioned, We refer of course
to the negro and the lower class
of whites.

It is a sad but actual fact
that, if deprived by law of what
is considered by many, the
privelege of procuring alcoholic
stimulents lawfully, they will
procure them unlawfully. The
^act that the law prohibits un
lawful trufiic in liquor holds no
terrors for that class, the ex
^stance of which holds the sword
of menace over the heads of
pilose of the higher classes. This
condition ot affairs must be
t
avoided if possible (and it is pos- 1
?ible). We want 110 alcoholic
atimulent sold illegally in South
, Carolina- We want no liquor
sold or drank as a beverage in
South Carolina. BUT ? How are
jrou going to prevent it? Are
you going to endeavor to stop it
by the passage of such a farci
cal prohibition law as is in opera
tion in a number of other States?
We hope and believe not.
South Carolina has always been
in the fore-front of moral pro
gress, and we may say, at tunes
In the fore front, of foolishness,
t)ut it is hardly possible that her
people want a bogus prohibition
law with the lights before them.
What we seem to want is a sane
aud rational prohibition law, a
law that will prohibit the sale I
of whiskey, or its equivolent.
How such a law can be enacted
it is impossible to suy, but it
may bo that our next Legisla
ture will contain a Solon who
will 9olve the problem.
Railroad Circles.

Southern Railway, was uslted

papers conperinng a reported
controversy between the South
and Western Kail road and the
JSouthern Railway, tie stated
that the Southern Railway was
pot endeavoring to prevent the
constructiqn and completion of
the South and Western UaiJ
toad; that the relations of the
jnanagements of the two com
panies have boon eutirely amica
ble. The South and Western
|ino is being constructed con
nuns to the line of the South*
urn Railway at a point in North
jparolina, aud there it developed

(the employ of the South and
yrere conducting their
operations in disregard of the
rlgjbts of tt^e Soutberp Railway,
encroaching upon its property,
and even, by blasting, Interrupt
ing truffle and putting the South
ern line temporarily out of opera
tion. To prevent these encroach*
merits and compel the conduct of
the work in an orderly way, the
Southern Railway Company has
obtained an injunction against
the continuance of the specific
and purely local wrongs which
it sustained. It is hoped that
the controversy will be promptly
disposed of.

age commission Monday eve
ning the 13th inst., Capt. W. M.
Snaunon, attorney for the Com
mission requested the privilege
of introducing in behalf of the
Commission the following reso
lutions:
1. Resolved, that the thanks
of this Commission is due and is
hereby tondered to Chairman H.
G. Carrison for his intelligent,
judicious and economical man
agement of the Sewerage Con
tract of the City of Camden and
the very satisfactory manner in
which he arranged the finances
of this Commission to prosecute
its work.
2. Resolved, that the thanks
of the Commission is due to Mr.
J. J. Goodale, its Secretary, for
the faithful .and satisfactory
manner in which he has per*
formad his duties with this Com
mission.
These resolutions were heart)
ly seconded by Messrs. Kennedy,
Zemp, Wolfe and Dr. Corbett.

Cnpt. Shannon took occasion to
say that he had for many years
been in position to observe the
prosecution of public work of
various kinds and that lie had i
uevcr known or worked with a
body of men who were more
loyal to an undertaking than this
Commission had been. He knew
that every care had been taken
to secure a complete sewerage
system for the City of Camden
at a most reasonable cost. It is
a matter of great satisfaction to
us all, who have worked to
gether, to emphasize and to re
cord the fact that the Chairman
of this Commission by his per
sistent efforts saved several
thousand dollars on this work
even after the contract had been
practically awarded. It is a
matter of congratulation to the
city of Camden that it had so
strong a commission in charge
of this work,
