CITY HOSPITAL.
W e are informed that an active
movement is on foot lo estab
lish a city hospital. This is as
lt^hould be, and we hope that
the efforts of the promoters will
be crowncd with success. Other
Cities of no greater promiuauce
than Camden have these insti
tutions, and , all of them are
proving a boon to the afflicted,
And a somewhat advertisement
to the communities i'j which
they are located. In some re
spects, a hospital in Camden
would be 'of more practical use
than one located at any other
point we have now ia mind.
The matter will be brought be
fore the Board of Trade or Cham
ber of Commerce, one or both of
which are expected to assume
the active management of the
plan, but they cun do nothing
without the <$o operation of the
citizens. This is essentially a
matter for the ladies to interest
themselves iu- Few are they
who have not sat by the bedside
of a sick or d>ing friend or rela
tive, and wished for certain lit
tle things that they could use to
assuage pain, to induce healthful
Sleep, or, it may be, to reuder
the passing of the spirit into im
mortal sleep more pleasant to
the sick or uftlicted, by means
Which were not available at a
private house, but which all hos
pitals furnihs.

Sec. 11. No person shall directly

Sec. 13. The House Drains shall be
4 inch or 6 loch diameter, Standard,
Vitrified Salt glased* 8ewer pipe, from
the publio Sewer to within three (3) feet
of the point of entrance to the build
ing. The joints shall lie made with
Oakum Gasket, well caulked andpure,
fresh ground Hydraulic Cement of
standard quality shall be uaed and
Ceu ot Mortar mixed in the propor
tion of one (1) part of Cement to one
(1) part of good, sharp dry sand free
from loam or other foreign matter,
and sufficient Mortar shall be used to
Oil the joints to the outside edjreo* the
bell, making s beveled joint, pipe to
be laid in straight lines with grade of
not less than one foot in fifty (50) feet
for 4 inch, and one foot in sixty (60)
feet for 0 inch pipe. Connections to
the public sewer shall be made imnpp.

streets or sidewalks left for the night
shall' be properly barricaded and a
suitable number of red lights, lighted,
shall be placed on or near the opening.
These lights shall be burnt from sun
set to sunrise. All other changes in
direction from a straight line shall be
made by a curve pipe, V branches
with an accessible clean out, or by a
properly curved channel in a man hole
subject to the approval of Inspector.
Sec. 14. The soil pipe shall be of 4
inch diameter iron pipe, extending
from the connection with the house
drain (three feet from the building)
through the ectire height Of the build
in?, and four feet above the roof at a
point remote from uny chimuey or
window, wholly open at the top and
protected by a wire basket. The soil
and vent pipes shall I o of the follow
ing weights and thickness approxi
mately:
For cast iron 2 inch diameter pipe,
three pounds per foot; for cust iron 3
inch diameter pipe, 41 pounds per
foot, for cast iron 4 inch diameter
pipe, 0} pounds per foot; for cast iron
5 trch diameter pipe, 81 pounds per
foot For cast iron 6 inch diameter
pipe, 10 pounds per foot. For wrought
iron 2 ineh diameter pipe, 3 67 pounds
per foot; for wrought iron 3 inch iiam
ttirpipe, 7.55 pounds yer foot; for
wrought iron 5 inch diameter pipe,
10 73 pounds per foot; for wrought iron
5 inch diatneier pipe, 14.5(t pounds per
foot; for wrought iron 0 inch dium
eipr yipe, 18.77 pounds per foot.
All iron pipe must be coated both
inside and outside with coui pitch var
nish or liquid asphalt, or bo galvan
ized. Joints of cast iron pipes shall
be mude with picket oakum gasket and
with one pouriug of hot lead, with one
and one haif (11) inches for depth of
lead in bell, and so thoroughly caulk
ed as to make them gas and water tigh
Wrought iron screw joints shall be
made with a liquid paste that will hard
en and overcome iiuperfeection in the
threuds rendering the joints gas und
water tight.
Sec. 15. Waste and vent pipes from
bathtub, wash bowl, basins, pantry
sink, kitchen sink, slop sink, and all
other llxtures may be of lead or iron
of not more than 2 inch diauuter. Tno
diameter of lead piDe for the various
wastes shall be as follows, viz:
One wash bowl, 1J inches.
Row of basins, 1} to 2 inches;
One bath tub li inches;
How of hath tubs, 2 inches;
Pantry sink, 11 inches,
Kitchen, sink, 1} inches;
Luundry trays. 2 inches;
Slop sink, 2 inches;
Water closet, 4 inches.

14. In case? where lead and iron pipe
join, the joint shall be made by a brass
or tinned copper sleeve or ferrule; the
joint with the ircyi pipe shall be either
screwed or lead e.aulked and with the
load pipe by a wiped solder joint.
Sec. 1G. Every sink, bath-tub, wa
ter-closet, basin, urinal, safe or/bth
er fixtures shall be separately trapped.
Ail kitchen and pantry sinks to have
grease trap of either brass iron or lead
4 and (I inches in diameter and at least
12 inches high, with iirass screw plate
to clean out same. Kvery s,\fdion trap
shall have an air vent from its crown
leaning into the main vent or be t-.on
ducted separatly four feet above the
roof. Anti-syphon traps can only bo
used in extraordinay cases by special
nermission from the Inspector. The
main vent pipe shall he of iron, gener
ally of 2 inches in diameter, extending
from the lowest fixture parallel with!
the soil pipe either above the roof, with j
an open top and wire banket, or it
may terminate in the soil pipe above |

no case shall a pipe be placed in a fin
ished wall.
See, 21. All material must be
of gooa standard quality, and the
work must be done in a thorough
workman-like manner, subject Co the
approval of the Inspector of Sewers
and Plumbing.
Sec. 22. No person or persons shsll
injure, break, remove or obstruct any
portion of nny man-hole, lamp-hole,
flush tank, or any part of tke public
sewer. Any person violating the pro
visions of tiiis section shall be fined
not less than twenty dollars (920.00)
nor more tbun one hundred dollars
(?100.00), or lie imprisoned not less
than thirty (3:>)<lnys.
S-c. 23. Tito Committee on Water,
Lights and Sewerage shell have power
to prevent or discontinue any connec
tion with the public sewers which dis
charges any substuncn liable to injure
the sewers or obstruct tiie flow of the
sewerage.
3ec. 24. No exhaust steam shall be
allowed into the public sewer.
Sec. Zb. There shall be no substance
either solid or liquid, put in the public
sewer of the City at man-holes, or in
any other way than through a connec
tion made as heroin provided; and an\
one violating the provisions of this
section shall be punished by a line of
uot less than twenty dollars ($20.00)
nor more than one h mdred dollars
($100.00), or bo imprisoned for not
more tl.au thirty (30) days.
Sec. 26. All waste pines that run
more than fifteen (15) feet from the
main stack or soil pipe, shall continue
unbroken above the roof or return to
the main stack above tlu highest fix
tures.
Sec 27. The main stack shall be
provided with a suitable and accessi
ble clean-out screw cap attho foot and
at all other fixtures or places on the
lino where necessary.
Sec. 28. All changes in the direc
tion of *aste and soil pipes shall be
made with Y's and bends with olean
out screw cap on and of Y branch.
Sec. 20. Where the soil and vent
pipe* pass through the roof, the finish
ing shall bu made from one piece of
sheet lead formed over the hub and
turned in on the inside of the hub aud
lead caulked around the pipe.
Sec. 30 Korthern or iron water
closets, having traps above the floor
using load connections, must have a
cast brass llunge soldered to the lead
and bolted to the trap or closet.
Sec. 31. Terra-cot a yard sewers
may be laid by the properly owner or
his authorized agent by obtaining spe
cial permission in writing, frorp the
Inspoctor of Sewers, said permit to
contain a clause specifying that the
work and material must conform to
tho rules and bo inspected, same as
required in Section U of these rules.

To Regulate Sewerage in the
City of Camden, IS. C:
Be it Ordained by the City Coun*
cil of the City of Camden, S. C.,
that it shall be unlawful for anyone
whomsoever to construct, use or
maintain any cess-pool, dry closet
or similar device within the City of
Camden, S. C.; that all persons
having upon their ? premises
within the City of Cafn.de n any
water closet, urinal, kitchen sink,
pantry sink, laundry trays, bath
tub, wash-bowl or lavatory snail be
and are hereby required to connect
same with the public sewerage sys
tem of the City of Camden; that
any persjn violating the terms of
this Ordinance shall be guilty of a I
misdemeanor and upon conviction !
thereof shall be fined in the sum of
fitly ($50.00) dollars or be impris
oned for a period of fifteen (15)
Jays. Provided that this Ordinance ,
shall .not go inttf effect until the first
Jay of July, A. D. 1908, and that
nil connections made with the pub
lic sewerage system shall be uone ,
under the direction of the City En-.|
jineer or Inspector of Sewers and
Plumbing; and provided further,
that lavatories in private residences'
may be exempt from the terms of
this Ordinance upon the reeommen-l
