Bank of this City) Burr was a
schemer, a power in politics in
his day or at least until up to the
time of his disgrace. The pro

water to the residents of New
York City. Little attention was
paid to the measure ? so simple? -
merely a "water bill" and at
that time water was an object to
tho growing city. It was lound
! afterwards thai Burr had in
corporated in the bill broad
privileges, exclusive rights, uot
o.ily water rights, but all man
ner of things were granted,
banking, trading, speculating;
anything, everything could be
curried on under the protection
o I lsw and to the exclusion of
others. Tho water company is
defunct and has been for years ?
yet the far-reacliiug charter is
preserved, and under it a score
of enterprises are today opera
ted.
The great Manhattan Banking
Institution takes tho lead among
tho many uuder the wiugs of
this franchise. The law makers
at the time incorporated in the
measure a clause requiting the
daily pumping of water, and
the minimum was placed at 1
gallon. From that day to this,
water has been pumped daily

you cannot trust them.
Getting in trouble is smooth
down hill going; getting out is
up hill and sometimes very slip
pery climbing. Hefore you con
tract any debts this year on your
cotton crop better count on only
one bale this season where you
got two lust year.
Don't calculate on all others
cutting acreage and you being
the only man to enlarge his cot
ton acroage. Now and then you
hear of someone being shot with
a gun they thought not loaded.
Play with things that are not

Railway Reduction of Wages.
Washington, Feb. 25. ? In re
gard to tho negotiations which
havs been going on between the
Southtrn Railway Company and
its employees iu respect to a re
duction of wages, President Fin
ley, of the Southern Railway,
today made the following state
ment:
?'Our employees, working ru
der contract, having declined
our prorosition iu regard to a re
duction of wages, we still feel
confident that there should be
an amicable adjustment, and do
not propose to proceed in any
arbitrary way. We hove notified
our employees of our regret that
they can not, at present time?,
see their way clear to accept the

which the management con
siders imperatively necessary
uuder existing condition*, and
have Mated to thorn that we will
ask the mediation of the Clis n*
man of the interstate Commerce
Commission and tho Commiv
POST OFFICE RULING
By a recent ruling of tlie Pout Office Department, the
publishers of Weekly Newspapers are required to strike
from their Subscription books the numes of till subsribers
who are in arrears for wore than one year's subscription.
This ruling goes into effect April 1st. Failing compliance
with it, the publisher will be charged FULL SECOND
CLASS rate of four (4} cents per pound for every news
paper he sends through the mail. Tnis hi nr. ply means
that THE PEOPLE will cost you $2.50 per :\anum in
stead of $1.50 as now.
We, of course bow to superior authurity, but we do not
care to drop a single subscriber, so we earnestly urge all
our subscribers to call oa or write us before April 1st.,
whether you have the money or not, and we ure sure that
we can make sume arrangement that will bring you with*
in the rule.

named in the hope of arriving at
an adjustment of all controversy
with our men, which will be cor
dially accepted by both interests
involved. "
