The sudden devtloftbent of a full
fledged filibuster retailed in the Sen
ate when ah attempt was tnado to
force the adoption of the itonference
agreement on the iminigrttion bill.
This report carries & provision in
tended to aid in the Settlement of the
California-Japanese problem, and
speedy action was decided by admin
istration Senators.
Expressing sympathy \Vlth this
object, yot regarding the repbrl with
suspicion Ort bUter points, Messrs.
BtOon and Tillman first endeavored
to have action delayed that they
might study the report. When this
was refused the filibuster began. Mr.
Beacon held the floor for two hours
and a balf. Mr. Tillman remarked
that he was preparing to make A 10
day tight on tht4 Hour Against the re
port, beCAuse he objected to being
tun over as with an automobile. Mr;
Bacon objected that the report
changed existing laW in Hftsptcts
which he believed-, on hurried exami
nation) Would deprive Southern
States from obtaining even the meag
re labor supply from abroad which
was available under the present im
migration laws.
A truce was declared at the sug
gestion of Senator Spooner, and the
report will again rohie up for con
sideration. Administration Senators
interested In the adaption of the rc
l>ort were alarmed by apparent De
mocratic hostilities.
Disclaim Party Policy.
All of the Democratic leaders when
questioned as to their attitude dis
claimed the adoption of a party i>ol
iey iu regard to the report find the
Senators making the objection insist
ed that, they were actuated wholly
by resentment of what they thought
was an attempt to force immediate
action. They said that their state
ments that they had not had an oj>
portunity to examine the report were
sincere, and that there were no ul
terior motives involved. Senator
Blackburn, chairman of the Demo
cratic steering committee, was in the
Brownsville hearing when the report
was called tip. He said there had
been no discussion of the report and
thai he felt sure that there was no
disposition to filibuster against it be
yond carrying it over.
Senators Bacon and Tillman made
similar statements. They agreed that
the restriction of immigration pro
vided in what if* familiarly kito\vit as
the " Japanese coolie clause," is of
great Importacc. They w?mld not
say what their attitude would be, nor
whether they favored a party confer
ence concerning it. It was made
plain however, that they would con
sider the report over night and then,
if the question proved to be one on
which it was advisable to hold a con*
ference the party will he called to
gel her.
The Smoot Case Again.
The session was begun with n?? ex
tended address Uy Senator Knox, of
Pennsylvania in defense of the light
of Reed Smoot to his seat as Senator
from I'tah. Mr. Knox received from
his colleagues may congratulations
on his speech.
The agricultural appropriation bill
was taken up for consideration.

lor elected to the Senate from Ten
nessee, weir presented by Senator

Naval Bill in the House.
The naval appropiotion bill occu
pied the entire time of the House.
The single remaining section is that
increasing the naval establishment.
It was allowed to go over, when it
is expected an effort will he made to
reduce the number of battleships pro
vided for in the bill.
In connection with the restrictions
put upon the power ot' the Secretary
of Ihe Navy to order repairs upon
a vessel, a provision was inserted re
quiring that none of the restrictions
shall be constructed to in t of fere with
the repairs of vessels damaged in
foreign waters or on the high sens
when necessary to enable them to get
home. The bill was still under con
sideration when the House adjourn
ed.
Incraase of the Navy.
The proceedings of the House on
the naval appropriation bill were de
voted largely to the consideration of
the onestion of tlie increase of the
navy, with espccitl reference to the
necessity of two battleships of the
Dreadnaugbt type. The effort to re
duce the number was defeated after
a long debate. The proceedings were
opened by a motion made by Mr.
Burton, of Ohio, to eliminate one of
the big vessels, and he made a speech
in support of his motion in which he
tn?>k occasion to contrast the Ameri
can navy with the Japanese navy to
the detriment of the latter, showing
? hat with ships now under const ruc
tion the navy of the United States
tlfan that of Japan and was at pres
ent a half larger. He referred to tho
number of ships under construction,
some of which would not he complet
ed until 1912, or even later , and
maintained that there wns no im
mediate occasion for further con
struction even of the one battleship
now contemplated.
Finally he said that the I'nit'Ml
States of all nations of the world
should take the lead in the move for
a limitation or armaments, lookine
hopefully forward to the time when
peace and amity should exist amoivr
the whole human race.
Much . InterBt in Debate.
Mr. Burton wa* followed by Mr.
Crumpacker and Mr. Longworth, who
favored the two ships, and by Mr.
Sluydeu and Mr. V'nderwood. who
opposed that provision. The tralfer
iey were crowded and much interest
was manifested in the debate.
Mr. Kitchen of North Caroliu, fa
voted the amendment of Mr. Bui ton*
and Hepresentative (Jrosvenor. of
Ohio spoke in favor ol' an increased
navy.
After further discussion, Mr. Bttv
t'n's amendment to rcduce the nnn
ler of battleships was defeated by a
vote of J 1 1 to 110.
