With all respect to our new
povernor, who is most heartily
.our friend, we must confess to a
little disappoiutmnet in his in
itial message to the General As
sembly on the 15lli, inst. It was
smoothly written, but so far as
avo could see, carried with it no
special recommendations for
.changes in existing conditions
that had not already been ex
ploited on the stump last fall.
J?or instance, he recommends
the widening of the scope of the
.common schools, but fails to sug
gest how this wideniug process
js to be accomplished. He lays
stress upon the necessity of the
/establishment of high schools
for the benefit of those who are
jiot able to attend college, but
iiow or where these schools
.should be instituted there is not
the faintest suggestion or iuti
/nation. His remarks as to our
^colleges and universities are of
.extreme paucity. Not a word is
written in the way of recommen
dations.
On the whiskey question he
.advanced nothing more than a
re- hash of his speeches last year.
?)n the good roads question, he
recommends the petitioning of
Congress to furnish the mouey
to build good roads. In our
humble judgment, there is about
as much probability of Con
gress doing such a thing as
there is of us going up in a
.modern skyscraper ou an eleva
tor. We are ou record as to
.what we consider the only feasi
ble system to adopt to assure us
good roads. That is, the con
tract system, using convicts as
far as practicable.
The Governor further recom
mends the abolishment of what
are kuovvn as Bucket Shops.
?There is nothing to cavil at in
this, as the bucket shop is cer
tainly an evil, but just so long as
there is a telegraph ticker iu a
^community, and a cotton or stock
broker to take your orders, one
* jean buy all tho cotton futures he
wants, and dabble in stocks to
Jiis heart's content. On Rail
roads, the Governor is emi
nently sound. (See our little
squib on "Car Shortage" pub
Jished elsewhere in this issue.)
His remarks on immigration
.and Confederates are alright as
far as they go. Tho concluding
sentences of tho message are
very beautiful, and stamp Gov
ernor Ansel as possessing a
poe.t'3 soul.
A PHANTASM.
Camden occupies a unique
place in the galaxy of cities and
towps in tho Stato. In what
Other community have wo a re
cord of tho things that Camden
has done, and is doing to build
lip tho city?
There is no such record as we
have made and are making.
(Our merchants and business men
generally, stand together, and
push, over push onward for the
common good of the city.
Any matter -of local interest
which comes to the attention of
a citizen is promptly phoned or
.carried to the editor or one or
more of tho several editors oT
tho local papers for publication.
If an improvement, enlargement
or change in any building in the
city is projected, the owner of
tho building, or the contractor
.who has assumed charge of the
wgrk promptly notifies tho press,
which remark applies to the
erection of new buildings, either
public or private, Tho Banks
issue in all the local papers
quarterly statements of their

every enterprise within the city

is uot a merchant, or other busi
ness man but subscribes to the
three local papers, they realm- ,
ing fully that the life and con
tinued prosperity of the place
jjies in the hauds of the press,
jlu addition to cheerfully sub
scribing to the pajx?r, aud pay
ing for it, each and every one of
them further extend their sup
l>ort t>y advertising in all of
them to a greater or lesser ex
tent. It is true that a lot of this
advertising is sporadic, which
in a number of instances makes
it in some degree ineffective, but
the spirit of the thing is what
makes that thing count and re
flect credit upon tho citizen.
In connection with the above,
we may mention that the sub
scription patronage to our seve
ral newspapers is not confined
to the business and professional
class of our people. All of the
public within our borders sub
scribe to at least one of the city
papers, and in a majority of in
stances a paid subscription is
handed in to all of them. We
could elaborate along this
line ihrough a couple of columns
or more, but we think that we
have said enough to convince
anyone who may be skeptically
inclined that Camden is the real
thing in the way of push and en
terprise, and that with our na
tural advantages, together with
the true spirit of progress in
constant evidence, if we don't
have an urban population of
15,000 within the next ten years,
the fault will be what may be
called, an tntangible quantity,
as it will not lie with us. We
are pushing, always pushing,
and any community that con
stantly displays that spirit must
of necessity rise to eminence in
the estimation of the outside
world.
CAifc SHORTAGE.
From every section of the
country cornea the wail from
busiuess men of uuscionable de
lay in the delivery of freight.
We have also suffered from this
cause. The entire business in
terests of the nation are suffer
ing. Complaint after complaiut
has been made to the various
Railroad authorities but with no
result. These complaints are
always answered by the excuse
of shortage of cars. We believe
this excuse to be fallacious and
merely intended to deceive the
public asio the real condition of
affairs. There is no question in
our mind that the real reason
why the business public are not
properly sorved is, that the rail
road authorities are negligent in
the matter of keeping trace of
their cars. Merely as an in
stance in support of this posi
tion we are credibly informed
that/ a line of not less than thirty
five or forty, or more cars have
been on a siding at Spaulding
station for more than six weeks.
We have also the insurance that
thirty-live cars have been stand
ing on the side track of the
State Dispensary more than a
month. This will, we suppose,
give a fair idea of the general
condition of affairs throughout
the couutry, as railroad manage
ment is pretty much the same
throughout the whole.
The remedy lies we think in
the hands of the railroad com
mission. That body should have
the right, upon complaint by
any citizeu of any number of
ompty cars romaining an un
reasonable length of timo at any
point, to fine the railioad com
pany upon whose lines these
cars rest, one half of the fine go
ing to the informer. If this was
done we would hear less of de
layed freights.
What Ninety Hix Need*.
An awakening of a spirit of
enterprize on tho part of her
citizens. An extension of good
will and encouragement to every
new enterprize instead of a cold
critical far off look to watch
whether that enterprize will suc
ceed. The glad up lifting hand
of loyal citizenship beneath the
material development of the
town. Tho hearty cheer and
"success to you" spirit instead
of disparagement- and fault find
ing. These characteristics mark
the citizenship of tho up-to-date
progressive town where material
(Jeyelopment is daily in evidence.
Let Ninety Six take on this
spirit as u unit and watch the

Exactly ho. We commend the
above to the thoughtful consider
ation ot quite a number of our
citizens, and would suggest that,
as a first evideuce of an awaken
ing of the spirit, that better
support be given to our several
newspapers. There is no class
or profession that is so poorly
recompensed for their labors in
behalf of the public than the
publisher, or who are the re
cipients of as few well-doues for
the service we render than the
publishers of this city.-^-The

any of the provisions of the foregoing
sections shall be guilty of a misde
meanor and shall be punishable, upon
conviction before the Recorder, by a
line not exceeding forty (40) dollar*,
or by imprisonment not exceeding
thirty (HO) days.
