Talce the negro problem, for instance, brought once more into active discussion by the horrors of the Atlanta riots. Gather the negroes into home croft settlements, where each family can cultivate an acre or so of ground and not only culti vate but own it, as the reward of moderate thrift. Let instructors be provided to direct them in the most advantageous disposal of their toil. It would be really better than the "forty acres and a mule," which so many of thorn thought they were to get at the close of the Civil War: and it would bring results, ill improved habits, order aud > iudnstry, which might suf prise some of those who, 1 1 Ice Senator Tillman, would by a '.'passport system," reduce all negro laborers to the condition of ticlcet-of-leavc men. You cannot make a white man of a negro, but you can make a much better uvern&o uegro of him if you let him enjoy, in ever so modest a degree the benefits which coine with a sense of ownership in a home. And such ownership would not necessarily lessen his availability as an agri cultural laborer on the larger farms where he is so much need ed. ? Maxwell's Talisman. AVilliaiu ?J.
