He is running on a prohibition
platform. This makes three of
a kind, Messrs. Urunson, Ed
wards and Jones, who are cer
tain to be left to wish they liadu't
when the result of the primaries
are known. It is strange and
sud too to see three presumedly
good citizens so shortsighted as
to jeopardize the election of the
ouly cuudidute who would give
reasonable satisfaction to all of
whatever class or shade of politi
cal and economic thought. De
spite this complication, we bank
ou Ausel, aud believe that there
are euougli and to spare State
lovers to give him a handsome
majority.

To the Editor of the Greenville
News:
I beg your indulgence of space
in your valuable paper to pre
seut to the taxpayers of Green
ville county a few facts relative
to the investigation of its finan
cial condition. J do this for the
reason that my time is so limited
at the campaign meetings that
it will be impossible for me to
give consideration to local mat
ters, as there area number of
counties in which investigations
have beeu made during the three
years of my term, aud in which
there has beeu uucovered on ac
count of bad book-keeping,
errors, irregularities and short
ages, $118,578 of which $47,301
has been paid back iuto the sev
eral county treasuries.
As to the development of bud
bookkeeping and shortages in
Greenville county, I transmitted
to tho grand jury a copy of the
rei>ort of the expert accountants
employed iu my office on the
23rd of Jannary, 1905; this re
port revealed a startling con
dition of affairs in Greenville
county. We are ready at any
time to appear before that body
and prove every allegation made.
For the information of the
taxpayers of Greenville county
1 submit the following statement
of facts from tlie records:
In 1899. over six years ago,
tho investigation was started
when it was found that the
county oflicials were ignorant as
to the amount of borrowed money
aud bonded debt of Greenville
county. The graud jury iguoied
our report as to bad bookkeep
ing. shortages, etc., in Green
ville county made to the legisla
ture, tiscal } ear 190l>, aud again
1904. The special investigating
committee appointed by the legis
lature ignored the itemized state
ment of shortages charged
against the treasurer's office in
(ireenville county as reported to
the legislature by the comptrol
ler general. A year later atten
tion was called to the extraordi
nary report, of that committee as
to the county treasurer's office,
iu a letter from me to his ex
eel lencv, the governor, now
known us message No. (>, which
was transmitted by the governor
to the general assembly and
I printed iu the senate and house
journal session 190(>. This was
ignored by the delegation from
Greenville county.
The report of the investiga
ting committee has been scat
tered broadcast over the State
iu the form of "An Address to
the People" by Mr. Walker, now
a candidate for comptroller gene
ral, who takes refuge liehind
that re|K?rt for his slioi tcomings,
although ho has never been able
to explain those shortcomings,
nor has ho made a statement of
his peculiar transactions in hand
ling the taxpayers' money. The
investigating committee makes
light of the fact that the books
of the treasurer's office for sev
eral years are missing, but Mr.
Walker admits that what ho calls
a claim book is missing, also his
cash book, a little book he says
upon which were entered cash re
ceipts but no disbursements. Per
mit me to say* t hat this little miss
ing cash book should show re-/
ceipts from all sources of not less
than $510,97* and disbursements
of *5051,118. Hut Mr. Walker
solemnly announces that the lit
tle cash book did not show
any disbursements. As I have

treasurer of Greenville county
has shown that he is ignorant of
the elementary principles of
bookkeeping, and yet he aspires
to be head book-keeper of the
State government.
The investigating committee
lays great stress on the fact that
some vouchers are missing and
there is uo doubt that tliey are |
missing. The committee says:
"Mr. Hicks and ex-treasurer
Walker both swore that these
vouchers were curried to Colum
bia aud remained in the comp
trpller's office one year,** and
that 'they were carried to the
Wiudsor hotel in Greenville by
Messrs. Wilson and Wise, the
expert accountants referred to.
The committee should have been
fair enough to have stated that
the vouchers were carried to Co
lumbia by Mr. Walker and re
mained under his supervision as
chief clerk in comptroller Gen
eral Derhum's office, and that
Messrs. Wilson and Wise gave
Mr. Wulker credit of $47 in ex
cess of ull vouchers found or
missiug and when Mr. Walker
scattered the committee's report
broadcast over the State, he
knew that statement was mis
leading and not in accordance
with the facts as he knew them.
It appears from the report of
the investigating committee that
they employed an expert from
Atlanta to make a transfer be
tween ex-treasurer Thackston
and Mr. Walker, but they lost
sight of the fact that they were
investigating the county treas
urer's office of Greenville couu
ty. The committee failed to
probe the charge that Mr. Walk
er made restitution to the coun
ty treasurer's office of $4,535.35,
eight or ten months after his in
stallation as chief clerk in the
comptroller general's office, and
seveu years after a so-called
transfer betweeu Thackston and
Walker.
it is difficult to understand why
the committee should have de
sired to relieve Mr. Walker of
responsibility by reporting that
Mr. Thackslou was paying out
money at the same time, when
they must have kuown that Mr.
Walker was to blame for this
complication. The tax payers
of Greenville couuty should uot
be made to suffer by reason of a
private ugreemeut betweeu Mr.
Walker and Mr. Thackston.
When Mr. WalKer took charge
of the Greenville couuty treasu
rer's office on the 8th day of No
vember, 1802, he became respon
sible to the people of Greenville
couuty for the funds belonging
to the treasurer's office from
that date. Tne committee ig
nored the report of the comp
troller general's office charging
thai Mr. Walker was short, in
his accounts as a result of errors
and omissions to the extent of
$2,352. The rest of their re
port refers to a credit item in
terliued of $400 commissions,
for which it seems Mr. Walker
never received credit, but tlley
overlook the important item of
an interlined shortage of #355,55,
which has not been settled and
apparently the interlined credit
of ?400 commissions wjis intend
ed loco\er up this shortage.
In the s *'oru testimony of Mr.
Walker, relative to this matter,
page six, committee's report, he
says that a act was passed in
1808 reducing the county treas
urers' salary and that Judge
Earle passed a decree relativo
to that act, and that one day he
met Judge Earle ou the street
who told liirn that he had saved
him $200 a year ou his salary,
and that ou Judge Earle's state
ment and decision he took the
$400 credit. Permit me to say
that Judge Earle resigned his
office of Judge on February 7,
[ !807, one year before the act of
1898 was passed reducing the
salaries of treasurers. The com
mittee further fails to investi
gate a statement made by their
expert that the county commis
sioners drew two checks for $8,
000 encli in favor of Mr. Walker
aud Mr. Thackston respectively,
to pay on notes that were never
charged to either, practically
giving away $0,000 of the tax
payers' money.
Had the committee's expert
made up a statement ns between
tax payers of Greenville county
and their county treasurer's
office, instead of a transfer as it
appears by the statement sub.
initted and accepted by the in
vestigating committee, it would
have been my duty to have
sworn onta warrant against said
expert for false accounting, liut
an examination of tho rejjort of
the committee shows that the ex
pert was employed to make a
transfer, although the cash books
were missing, and 12 years after
Mr. Walker had tak?n charge of
the treasurer's office. The tax
payers of Green ville county were
not represented in this transfer
and to what extent they suffer it
is impossible to tell. As I hope
to bo re-elected, I promise the
tax payers of Greenville county
that this matter shall not rest
until a thorough and complete
investigation of the treasurer's
office is made.
