LEAGUE.
Duriug the progress of our
.couvcrsatiou the other day with
?he State orgauizer of the Law
and Order League, he stated that
before lie left the city, he would
request every city wiuister to
address his congregation on last
/Sunday on the subject of the
-"Law and Order League," and
requested us to give our people
an editorial on the subject in this
issue. We .acceded to the re
quest with pleasure, although
we fear that we will be thrash
ing largely over old straw, as
we have always endeavored to
make The People a bucon light
along that road.
What are the objects of the
^tate Law and Order League?
We really don't know. Almost
every new fangled thing that is
/started in South Carolina these
/lays, and for a number of years
Jiad a string tied to it, or, some
J>ig fellow at the head of it had
some seltish interest to serve,
which when exposed, minimised
the good that might have been
accomplished.
Jn this instance however, we
?hink all the objects are honest
,and praiseworthy, aud we hearti- j
}y endorse the proposition.
As we understand it, the ob
jects of the S. L. & O. L., are
first, to diminish crime and dis
prder in the State by inculcating
A healthier public sentiment to
wards law and order than now
prevails.
The most evilly conducted
.citizen of the State will, in Ins
quiet moments agree with you
4-liat this is a worthy object, aud
in many instances lend his aid
towards its consummation if he
pould be convinced by act ual ob
servation that there was but one
jaw for all, and that that law
would be so administered that
the rich offender would suffer
equally with his poorer neigh
bor, other circumstances being
equal.
Here we have the true mission
pf the League. In the first place,
to teach the individual of every
class self-respect, which feeling
will iuevitibly be respect for
law, and a corresponding de
crease of mtornal disorders,
great and small. This is sim
ple, aud easy of comprehension,
if every good citizen in a com
munity would go to the unruly
pr disorderly members of that
pommuuity and quietly lay be
fore them the advantages, both
moral and material that would
follow a change in their course
pf life, it would be a matter of
only a short timo before a mark
ed decrease iti lawlessness and
disorder would be seen.
We heartily favor the organi
zation of a county league, or any
jiumber of them. Something
must be done, aud that quickly.

Just Saturday that the State
campaign of JDOO had opened,
'as on that day wo had a very
iileasant call irom two candi
dates for State offices. The first
yras Mr. G. Iy. Walker, a former
treasurer of Greenville county,
utid we think, m 1902 chief clera
in the office of the Comptroller
'General. We met Mr. Walker
^luring t|je campaign of that
year, he being a candidate then
as now, for the office of Comp
troller General, and we walking
for the job of Auditor of Ker
shaw county. If our memory
servos us rightly, we introduced
ourselves to hiin as his succes
sor iu the Comptroller's office in
JDOti, we feeling assured of our
flection, and being equally con
fide lit that the people of tlio
Suite would promote us to the
position that Mr. Walker wart
fairly certain be was going to be
.elected to till at that time. As
it happened, neither of us won
out, Mr. Walker coming in a
beautiful second while we trot
ted after, a more or less com
fortable third.
Our second caller was Col. J
C. Boyd, one of the old timers, a
Confederate veteran of the first
elass. He also is from Green
ville.
We liad previously met the
Colonel ou several occasions, on
one ot' which we expressed our
conviction, as we do now, that the
ofiice of Adjutant and Inspector
General to which he aspires,
should always go to a Confede
rate veteran, all things being
equal, as they are in his case.
In making public these senti
ments, we dou't want to be put
in the position of endorsing Col.
Boyd especially, but we do say
that if no other veteran of
equal capacity applies for the
place whom wo prefer to him,
the youngsters cau stand from
under so far as our vote, and the
influence of The People is con
cerned.

old place is not quite dead.
The picnic held at the home
of Mr. J. E. L. Brunnon on May
31st was quite a nice affair. Two
of Denial) 's prettiest young
ladies, Misses Laura McCaskill,
and Daisy Bell, attended the
picnic.
The Malvern Hill school taught
by Miss Leila Brown closcd May
31st. Miss Leila gave a prize
to the ones who led their grades,
they are as follows :

Grade, Cora Lee Connell; ad
vanced 2ud, Luther Council; 3rd

To Prevent Disturbances of I
Schools, Academies Etc.
Be it ordained by tlie Mayor and Al
dermen of the City of Camden, S. C. ,
in Council assembled, and by authority
of the name,
See. I. It shall be unlawful for any ,
person, at or near any school house or
institution of learning in this City, to
engage or attract by conversation, sig
nals, sounds, loitering in the neighbor
hood during school hours, or in any
other manner, the attention of any of
the pupils or teachers of said schools
or institutions, to the disturbance of
the same, or to the detriment of the
discipline thereof.
Sec. II. Any violation of this ordi
nance shall be punished by a line not
to exceed one hundred Dollars or im
prisonment not exceeding (30) days in
discretion of Recorder.

Be it ordained by the Mayor and
Aldermen of the City of Camden, S. (3.,
in Council assembled and by t lie au
thority of the name that the following
taxes be and the same are hereby lev
ied for the carr?'iit year from the 1st
day of January, 11KW, to the 5Jlst day of
December, 1000.
A tax of Eight (8) Mills on each and
every dollar of Heal and Personal prop
erty within the corporate limits of
Camden, S. C., on the 1st day of Janu
ary, 1900.
Section 1. That all able bodied Male
Persons between the ages of Eighteen
and Fifty years, residing within the
corporate limits, not exempt from
road duty under the laws of the State,
shall work the streets, ways and
bridges under the direction of such
overseers as maybe appointed, for a
space of time not exceeding Twelve
days in one year: Provided: That
at any time of receiving the notice
any person may pay to person giving
such notice Three ($:i) Dollars Com
mutation, u hicli shall be received in
lieu 'if the work, and that any person
refusing to pay the said Commutation
he fined not less than Five ($?>) Dol
lars nor more than Tell ($10) Dollars,
or be imprisoned not less than Ten
nor more than Twenty days, or be
both lined and imprisoned, in the dis
cretion of the Recorder.

Anyone found doing a public; draying
business in Camden, S. C., without
this tag on his vehicle shall upon con
viction before thy recorder, b* lined
in a sum not less than the license fee
on said vehicle, nor more than double
said fee, or be imprisoned not less
than ten days nor more than twenty
days for each and every offense.
I Sec. III. The charge for licenses in
any business not enumerated above
shall be determined by the Mayor a:ul
Clerk conjointly.
Sec. IV. Any person or persons re
fusing or neglecting to pay the re
quired licenses, shall upon conviction
thereof, be fined not less than doiiblo
the legal license in the case, said tine
to be collected out of the goods or
wares offered for sale, or out of the
properties to be shown; or shall be
imprisoned not more than thirty <lays,
or both in the discretion of the Re
corder; Provided, further; That the
person or persons so ofi'euding may
pay the fliies and costs before said
property is sold, unless said property
is of a perishable nature, in w hich
event it may be sold at onoe.
Sec. V. AH ordinances or parts of
ordinances inconsistent herewith shall
he. and the same are hereby repealed.

day of May, 1000.

Chamber, Camden, S. C., on June 16th,
ItKMl, and remain open each day, ex
cept Sunday from 9 a. m. to. 12 m.,
from 4 p. m. to it p. m., until June 30th,
inclusive, after which tune the Penalty
will be attached to all delinquents.
