dies for our present ills. These,
from a body of lb intelligent
men, we naturally looked for.
k For instance, in their present
ment of bad rouds, they made no
suggestion lookiug to their bet
terrneufc.
The same with the chain gang.
They presented the probable
fact of uunecessary expense in
its conduct, but failed to specify,
or give a remedy.
They reported on information,
two school trustees in No. 15,
for an act of which, if they are
guilty should land them on the
gang, but seemingly failed to
take any steps looking to es
tablish either the guilt of the
o irties or their innocence. This
is what we may call a sin of
omission of the first, class, for
guilty or innocent, these men
are lying under the bau of sus
picion.
They recommended the is
suence of a warrant for one fel
ow for an infraction of law, but
to all appearances failed to in
vestigate the reasons that made
such action necessary, or, if such
investigation was made, they
tailed to give it to the public.
We do not note in this pre
sentment the appointment of
any committees for investiga
tion of our county offices, the
poor hou?e, &c., a very im
portant matter. In these times,
when taxes are crawling up on
.us liko a thief in the night, the
A*rand Jury should stand like
a stone wall against extrava
gance and looseness in the con
duct of affairs of the county, and
be fertile in expedients to reme
dy existing evils, and to guard
against others likely to appear.
The Criminal Court.
A large number of criminal
cases were disposed of at the
spss ion of our criminal court
which closed yesterday. Lick
of space prevents us going into
detail, but the following is a
nummary of the work (tone in

'Providence school building in
District No. 15 when the actual
worth did not a mount to more
than three or four dollars, and

thirty-nine dollars were paid to
a teacher who did not have a ?
certificate.
We tind that ex-Magistrate J.
D. McDowall has failed to turn
over to the proper authorities
some of his books. This matter
was reported by the Grand Jury
at the last term of court and
nothing has becu done about the
matter.
We lecommend that warrant
be issued for one Sain Willmuis,
for assault and battery with in
tent to kill aud carrying con
coaled weapons, and uarne as
witnesses J no. Estridge, J no.

ton business. About all you need is to
get together and use what you already
have in hand, like business men should
do, and the power you have will as
tonish the cotton farmers as well as
the balance of the world.
Why is it that we find so many
?Southern men engaged in the cotton
trade on Wall Street, New York? I*
it not because these Southern men
from the Held know more about the
conditions of thing* in the South and
more about how to control the cotton
farmers than foreigners do?
Well, then, why not come together at
home and use our own business men
and talents, and our peculiar natural
advantage* for our own benellt instead
of allowing foreigners to reap the
profits from our fortunate natural

Cotton Seed.
The Camden oil mill has been rnii
ning day and night since the first part
of September, and still has enough
seed on hand to run until the latter
part of April.
The farmers in and around Camden,
S. C., are preparing for a big cotton
crop. They arc not only taking in
more land, mid cleaning up the edges
of their fields, but are fertilizing tlieir
whole crop much more heavily than
heretofore.

The senior senator's manifesto failed
to manifest anything great, new or
significant. There is nothing great in
it for it lacks anything helpful or
beneficial to his State or people; there

a characteristic attitude; and it is sig

passion of the people will be appealed
to rather than calm opinion and rea
son; the prejudice rath?r than the
pride will be fanned, and the attempt
to arrange and array friend against
friend, brother against brother is be
nig and will be made by the senator
who knows no higher law than that of
the political dabbler who assassinates
conscience to appease appetite.
Will our people consent? We hope,
we believe, we feel ?ure they will not!

A few days ago the Supreme Court
upheld the decision of a lower court
that a young white man shall Ik- hung
and another shall go to t lie peniten
tiary for life for the brutal murder of
a negro near Darlington. That is a
sample of true justice a-i rare a 4 it.
is needed. More such carrying out of
the letter and spirit of the law, be the
person concerned white or black, rich
or poor, would have a salutary ellVct
in averting so much bloodshed and
taking of human life. The old idea or
"a life for a life" if practiced oTiener
now by the court after guilt has been
proven by a full and impartial trial, is
the surest, speediest, and indeed it
would seem, the only way to check the
homicidal spirit so prevalent these
days.

The annoying fact remains
that in every newspaper office
where a large number of news
paper packages are muiied week
ly to various post offices, now
and again a package will be mis
directed and sent to a wrong ad
dress. This occurred to us last
week, and occurred once before.
The package of The People which
should have been addressed to
"Camden It. K. No. 2," must
havs gone to somo other office,
as it certainly did not reach out
people on that route. As we re
marked, the same thing happen
ed once before on another route,
and we want to request the post
masters to whose offices these
misdirected packages go, to kind
ly glance over the addresses on
the different papers, and they
will find one of thorn with the
full address, generally the top
paper. This makes it easy to
