We sui>ix>se that the various township boards of equalization fiave about completed their la borsand feel better. Now, while ?we are neither a deiuugogo nor J be sou of one, we feel impelled to call attention to a llagrant evasion of law that these boards annually commit, which evasion works hardship upou the small tax-payer, and upon lmn or her only. We refer to that provi sion in the statute governing the action of the boarfl in the matter of notifying all parties whose re- ! turns have been raised to ap pear before the l>oard on a stated day to show cause why the raise should, not stand. This is our understanding and information. Alt shall be notified. This cer tainly does not mean that only tiio.se who have been raised ?100, or more shall he notified, but <ill. Yet, this has been the practice for a number of years. None but those whose returns have been raised #100, or more have been notified, and that is the practice to-day. With what re sult? With the result that every small tax -payer has not receiv ed justice in the past, and is not receiving it now. He or she makes a return to the Auditor of let us say ?C>00 of property. The board, in its wisdom, raises the returned valuation *75. The party making the return is uot notified of the, in immy in stances, unjust raise, and knows nothing of it until he or she iroes to pay taxes. Even then, per haps they don't lind it out, and walk out of the tax oftice grumb ling because their taxes are so much higher than last year. We condemn this evasion of the law ugain because it puts a premium for perjury on the returns of the large tax-payers. They know that iu all probability, their re turns though honest, will more than likely suffer a raise of more, or less magnitude, and to save thorn selves numbers of that class make their returns far below the ual taxable value. That is human nature, and we hear that jlis the same the world over. This class, a raise doesn't hurt, and even if the raise* is an unjust one, they are notified to appear on a certain clay and s -Io-i.il their cause. W R Hough (elected) 22 From the above it will be seen that Mayor Carrison is re-elected by a majority of 15 votes out of a total of :W9 cast, while the board of Aldermeu will consist entirely of new men with the ex ception of Mr. Wolfe, who has served iu foyuier councils. A second primary must be held ;n ward 1 to detenniue whether it will be alderman Glad den or Reed. Taken altogether, the elec tion was featureless, the voters going quietly to the polls, de positing usually a closed ballot, and walking away. The cast iug of so many of these closed, or secret ballot, attested, as a rule to the friendly feeling of the voters for both candidates, for Mayor, and the candidates fur aldermen in wards 2 and 4. The election was 1 iter than usual from wire pulling, al though we regret to say that whisky, and it may be, money, was freely used by bo'li factions in ward 1. Whether this affect ed tin; result is mere matter for conjecture. We hope the time will come when every voter in ward 1 will indignantly repel all offers of either whiskey, money c.r place as incentives to the cast ing of their votes. It is humili-| ating to every good citizen to see this kind of thing kept up every election year. Well, we congratulate the win ners, and extend sympathy to the losers. We congratulate the city on having elected a safe as well as progressive board to serve us during the coining two years, and if it is any balm to the defeated candidates, we believe that they too would have done their full part in giving us an equally safe and progressive ad iniuistrat ion. Tlt? Poultry Y?r?l. Now is 1 1 1?? lime to thoroughly clean out .your poultry yards ami houses. All yards should have the unsightly brush piles, tin cans, &c, removed from them, and the ground plowed. This plowing or digging, if a small yard, serves the double purpose of loosening the soil and stamp ing out incipient disease. The houses should have a liberal coat of whitewash in which has been mixed a little carbolic acid. Ev ery crack should be liberally gone into with the wash. The lloors should be cleansed, and if of dirt should be raised above the level of the outside. This house cleaning ought to be done at least once a month, and of tener during the summer months if you want to be safe from disease. Remove all setting hens to a separate house 1 f you want best results and 110 lice or mites in the luyii.g and roosting houses. Keep the mother hen and bid dies away from the general lloek at least a inout h after hatching as we have already warned you. Follow these directions, and you can laugh at cholera, that scurge of the poultry yard. You will also have the finest lot of chickens you ever raised, while an occasional dusting of the breeding stock with insect powJer will insure freedom from disease and an increased egg yield. If you have not yet provided yourself with that setting or so of thoroughbred eggs, don't put I the matter otT. Early hatched chicks always give best results, and almost anyone can spare t he money for a start in breeding up their stock. A Reminder of IHlii We were handed the other day an interesting reminder of the war of lKll' in the shape of a copv of the roll of (V;?t. Cliap innti Levy's company which did duty during the conflict bet ween th** United States and Great Britain. The company was re jeruited from what was then 1 known as Kershaw District.! The roll is too long for publica t ton in full, containing ll'H names. It never saw active sorvice, do ing duty only as guards i:i and around Charleston.
