vide for 2 1-2 cent passenger rules.
Mr. Kershaw of Florence had no in
terest in railroads but he was oppos
ed to reducing rates without very
good reasons. 11a believed a reduc
tion of the rates .would only result
in injury to the trntiic and slapping
facilities. He certainly thought it
would be ill-advised lo lake such a
radical step at this time. The thinir

wrong to reduce rates without very j

Mr. V enter said there was no reason
not to reduce rates. The railroad
counsel did not nrgue anything
against tho hill. The only argument
against the hill seemed to be that
there would he no saving to the indi
vidual. He realized vbat the rail

people did much too and he thought
this reduction would not hurt the
railroads. Tho roads asked to he lefl
alone hut he did not know if that
ought to he kept up all the time. Ho
generally voted with tlie railroads and
was not illehcral hut he oecassioually
voted against the roads and this was
oue instance in which he thought ot
wrong to vole with the railroads. 1 1?>

ey outside the State, lie said the rail
roads were making 10 per cent, on
their investment in this Slain.
Mr. Mucker said in the 4."> Stales
there was not one State that had a
2 1-2 cent rale applied to the entire

exj>ected. The burden of the agree
ment seemed to be that if the passcn
ger rates were reduced the railroad*
would take cure of themselves.

Rather unexpectedly, Senator W. J.
Johnfeon called up his bill to divert

Id Winthrop, which under the bill
shall do a proportion of the examin
ation. In a speech which included
many telling figures, the author de
fended his measure. Last year, he
said, the friends of Clemson fought
the bill on the ground that the col
lege had just beo Undergoing iia
P^vetaents (the agricultural hall)
which us^d lip money and that no di
vert somo of the tax would do the
institution harm* Now the debt was
paid and the receipts of the college
last year showed something like
$130,000 from the tax. Probobly this
Vfear the receipts would be $150,000.
Senator Johnson commented on the
I act that the Clemson authorities an
nounced the college's income was
$170,118.30, from which over ?11, (MM)
was deducted as "amounts appropri
ated by the legislature under special
acts" and which the '.ward must

to the trustees ' report (page 11)

that there was a discrepancy in the
committee report and the trustees' re
port was that the fiscal year ended in

pose. Clemson had used about $115,
000 last year. Senator Carpenter t*hen
launched forth into a statement of fhe
college s loundation, its aims ami pur

The bill to give the circuit steuog

from the house. The senate had
agreed on $1,600 U compensation, but
the house reduced this $100 in each in
stance. Senator von Kolnita moved

l bill was cut $100. He was cut $200 a
year ago. No wthia change cuts his
salary $100 again. In a like condition
is the stenographer iu the first circuit
Senator Stack house, who had intro
duced the original bill iu the Senate,
moved concurrence, and this was ae
| cepted. Under tho change in salaries
the stenographers Ul$the two circuits
spoken of suffer the loss of $100 each,
while tho others will get $300 more
than liefore the general assembly con

Senator W. E. Johnson announced
that as the 10-hour law had been kill
ed in the house he would make no tight
on it this year. He merely asked a
vote and the bill was killed bv a vote
of 28 to 6.
The two fish commission bills passed
to the house, with an amendment by

35 days later five miles from the

Winthrop and allowed the South Car
olina college for increases $1,080,25

departmen. This is the first time
withis 15 years that there has not
been soino sort of fight on the appro
priations for the South Carolina col
lege and the Citidal, not even a motion
being made on either of them. The
ways and means committee, particu
larly Mr. Richards and Mr. Frost,
handled this finely.
The house refused to allow the city
of Columbia more money for water.
There was considerable pleasant
diseuusion on Mr. Clifton's motion to
allow $500 for improvements for the
State house grounds. The money was
to he u*cd for sid"walks and garden
ing iu the capitol grounds. <>u motion
of Mr. Richards the Amendment was
tublod by a vote of JO to 26.
For Pensions.
Mr. Bradhnui moved to amend the
bill by making the appropriation for
pensions $225,000 instead of $200,000.
Mr. Frost for the committee explained
that it was the intention to make the
amount $225,000 if the pension bill
now pending is passed. Ho moved to
lay the amendment, on the table bnt
withdrew it for further discussion.
Mr. Ashley was generally a reducer
but he favored the increase of $25,000
for the old soldiers.
Mr. Brantley, Mr. Tribble and Capt.
Ardrey favored the increase for the
vctrans.
Mr. Richards said the ways and
mean* committee favored the ineren^n
but diil not fuel authorized in potting
tic increase in the bill uutil it was in
corporated in t lie law*. Mr. Yeldell
said this inn-case was due and it was
better to increase the allowance than
to provide a Confederate home.
Mr. (it-ay of. Darlington favored the
increase ami thought it timely.
Mr. Ktheridge of Ijexiu^tou favored
the increase but callcd attention that
he offered n bill on this line a year ago

class.
Evcrbody was talking for an in
crease for the old Soldiers' pensions.
Mr. Mai -ion Rucker hit the iron at the
I*ychological moment and moved to
increase the pension fund to $250,000,
an increase of $50, 000. The increase
to $250,000 for {tensions was voted
48 to 25. Mr. Rucker led the tight to
increase the tension fund frbm $100,
000 to $200,000 several years ago.
The house voted $1,200 for the sec
retary of the historical commission.
The house took up, after it had con
cluded the Secotid reading on the j?en
eial appropriation bill, the legislative
supply bill and rushed it thro null.
