THE POPULAR WILL
What is the popular will? As
applied to the conduct of a com
munity in its everyday affairs, it
seems to us that it is the enforc
ing a majority of its members
upon the minority the necessity
ot obeying constituted uutliority.
Also the observance 011 he mo
ral law. It also stands to reason
that it means when a verdict has
been rendered by a majority, that
verdict must and of necessity will
stand. As applied to politics as
conducted under our present sys
tem, does a verdict rendered, or,
a majority recorded for or against
a camdute for any office definitely
settle the question in the minds
of uny man of calm and unbiased
judgement that that verdict was a
correct one when the interests of
t^he whole people are taken into
consideration? At the risk oT
