solution why our laws are growing
weaker.
The whole fault is with the jury.
Our Juries to-day genera'ly speaking
are inule up of men who do not
earn as a general rule more money
than is paid a man for jury duty.
Our business men when called upon
to serve their State and county make
all kinds of excuses and generally
wind up by getting a doctor's certificate
stating tiiat they arc not io a
position to serve, simply because they
can make more money by staying at
home.

engaged in business and men who
