Candidates are,becoming as plentiful

I We have always heard of Mr. Glenn as

promising graduates. When good

their businesses and become sailors
of our ship.of State, we feel less

The industrial co d'l:on
agaihst child labor in ths
South is bringing to the attention of
our section of the land some very new
questions to be decided. The mushroom
growth of factories'in our state
has al ready* flooded our Stair with a
new population, which is not entirely
foreign, yet which is local- It is a
fact that the operatives in our mills do
and care hot to affiliate with the educational
movements which means tin
up-building of mind, as well as the
cult'vnlion and disciplining of skillful
labor. The great question now whicli
is of its own force thrusting itself up^
on us for solution iR the matter ol
child labor in the mills. The last croj
was such a woeful.failure, that inert
people now than ever will b?

where they can get ready cash during
the farmer's ?tir 11 financial season.

utes s-o much to any tnonlony incident J
to that life as our inability to get a ! i
daily mail at our doors, as do our
friends in the towns and cities.
It can hardly be possible that ? majority
of the members of this House
can appreciate the true situation as it
exists in our Southern States, where
the population is sparse, railroads not |
over-numerous, ami road# bad. It is
not strange that members representing
city districts, where the mail is deliv,
ered from three to n'ne times per day,
an hardly realize or believe tlie assertion
that many of our paople, doing
large business and employing much
labor, must send from three and as
i much as eight miles each day for their
mall, furnishing a boy and conveyance,
: or else do without it, trusting to luck
to give them a good market wlieu
they haul their produce into town.
r Yet this statement is true, as every
) Southern men#her will testify.
. To these people, situated tluw, a
, daily mail mean# something, it is a
blessing. It means the introduction
of the world to the farmer. tSie introi
duction of the farmer ^o the world.
It means each will better know the >
other, more thoroughly understand the |
t mutual I}' dependant relation that
eueli henr? the other, and more eorJj*e'^iy
comprehend their rights and
? relative duties It means the farmer,
? for once in his life, will be brought in
direct touch with some of tlit* benefits
of the Government, and we feel safe in
assuring his deepest appreciation, for
' there is no class more grateful for a
i benefit, even if it does come as a matter
of right and justice, than the American
farmer. It means the broadening
of his vision, the sharpening of his inleiloet
by contact with other intellects,
and his conception of new ideas
and new resolves. This, and much
mora, it means to the farmer to have a
mail at his door each day in the week j
save Sunday. If our Southern farina
are becoming depopulated and our j
farmers becoming townspeople the
! causes are col html to llnd. Had roads,
low prices, and no postal facilities wi 1
drive a man almost anywhere. The
tide of population in those sections
which have come under my observation
turn been townward. Nice farm
cottages have bete given up, ami the
former occupants are now operatives
in some near-by cotton mill, where
their earnings exceed in the total by
far their earnings on the farm, and
in addition to this, they are not troubled
with mi erable roads or the equal|
ly miserable, insufficient mail acvomI
inodalions. In town lie finds better!
] wages, better road*. and more mail, I
! and so to town lie turns his steps,
and valuable farm lands are list to
groan and perish under the joint laziness
a.id mismanagement of the ox
and negro. Without discussing the
dangers and evils at ising out of eone
-titrated populations?these being
i known to everyone?it is the duty of
this Congress to remove, as far as pus- |
' sible, every inlluer.ee conducing to
1 lb it condition.
When we iiava fully understood the ;
situation as it is, the necessity for the i
appropriation in this hill lor rural delivery
purposes becomes apparent. I
There is no deficiency in the general j
appropriation for rural free delivery. <
|and the reason this amount is urged by
, this hill grows o.it of the fa t that the '
full appropriation for this liseal can <
not he reached in time to put oil the
I,ski routes now waiting to go into operation
as the general appropriation;1
for thin liseal year becomes available, 'j
arid, unless this bill gives the funds,
these routes will be put on hi a desul- 1
lory way from now until duly 1, when
the iih v appropriation becomes available.
The friends of free rural delivery,
the patrons along these 1,SOO
routes, who now have the most limited
man facilities, and the demands of
business call for litis appropriation,
and without delay. We want the
routes, and want them at once. We ! i

try, and that now there ara over It,000,

estimated increase by July to .S.Ooj qroutes,
serving only live und a half
million people, is sutllcieiit evidence of
its popularity and intrisic merit, without
adding to this testimony the action
of the several Congresses past increasing
eaeli year the appropriations
for this purpose and the unstinted indorsements
of the Post-oAlca Depart- lament
and the enthusiastic recommeu- foi
dations of two Presidents. It is the fr,
most popular branch of the postal service
to-day, and it deserves to be. In
its m-rvelous development it has boan
equaled only by tho free-deliverv service
in cities and large towns, and the jc
time will come when the farmer will
receive his mail once a day, as lie is
entitled to receive it, and an unjust 4
and unreasonable discrimination
against our country folks will ft's
swept away. Ten years ago tho ser- c>
vice had few fi Sends, and the Post-Of- T
lice Department would take no part in m
trying to give it n fair experiment, iu

the Department, and the President are m
all on their knees to it, and there are at

I urge this appropriation in the
namu of the 255,000 farmers who are in j1^'
