Wana maker. president ol the
American Cotton Association, has issued
a proclamation setting aside ten
days, October 1-10 as "Protection and j
Self-Preservation Davs," in the cotton
' belt. Farmers, merchants, bankers
business and professional men arc
called upon in those ten days to form
. corporations for the erection of warehouses
to be owned and controlled by j
the people and also for the formation j
of corporations for the purpose of pur- j
chasing "distress cotton."
The proclamation issued by Mr.
Wannamaker follows in full:
WHEREAS we have received many!
i
telegrams and letters from every sec- j
tion of the belt urging that a regular j
date set aside to be known as "Protec- j
tion and Self-Preservation Days," to '

'be used by farnters, bankers, mer- ,
chants,business and professional men j
and all other interested in the protec- ,
tion and self-preservation of the
South, for the purpose of organizing j
and erecting warehouses to be owned
and controlled by the people and operated
'either under the federal ware- j
house act for the warehousing of cot- I
ton or under the Canon plan, so that j
every producer in. every county and J
parish in the cotton belt can be placed ;
in a position to warehouse his cotton j
and borrow money on same until the j
minimum price set. by the American i

Cotton Assocation has been reached: ,
to be used further for the purpose of j
organizing buying corporations under
the Jennings Plan, so that corporations
can be formed for the purchase
of distressed cotton which is sold below
the minimum price set by the Association.
Therefore, in compliance with !
these requests, I hereby set aside ten j
days commencing October 10th, to be i
known as "Protection and Self-Pre- ,
serration Days" for the purpose named j
above.
We are facing the shortest crop in
the last decade. This crop added to
the carry-over will fall far short of
the demand for raw* cotton. One of
the largest manufacturers in the South j

sold one million yards of cloth at a ;
price which would have justified me j

for the rctw cotton and still ieave me \
room to make a handsome profit."
