Burglars have been raiding on the
abandoned houses in Port Royal.
Thieves entered the cotton house of
CapL Ward last Saturday night aud carried
off several hundred pounds of seed
cotton.
The County Commissioners met Monday
morning at the Court House to make
out their annual report, and have been in
session every day since.
The strict quarantine against Port
Royal that has been in force so long was
removed last Saturday, but the travel
between Beaufort and that city has been
very limited as yet.
The Sea Weed has been beached preparatory
to a survey. In the meantime
the officers have hired Mr. Fram sailboat I
? for their use, aud the steam launch Dot
carries the mail and stewards.
The trips of the New York and Port j
Royal steamers are to be resumed, the
first ship leaving New York to-morrow
for Brunswick but will oot touch at Port
Royal until her return trip.
The flag-ship Powhatan of the North
Atlantic squadron, Admiral S. I). Trenchard,
will be here in a few days on her
way to the fjjouth. T^ie crew of the New

drafl of uieo the Powhatan has on board.
A yawl, about twenty-five feet long,
half decked, sloop rigged and painted
brown, was washed ashore on the beach
at Tybee last Thursday. She is supposed
to be a Carolina trading sloop that was
cap: ized on the 6th. The parties 011
beard were probably drowned.
The Boatmen's Mining Company
which has been operating at Parrot
Creek is about to make Beaufort their
base of operations, there being a larger
supply of rock here and of a better quali
ty than it has had credit of. Work
Parrot Creek is about suspended owing
to a lack of laborers. Mr. Moses, President
of the company has rented the wharf
in the rear of the Tribunk office and will
set a large force of men at work at once.
Adjutaut and Inspector-General Moise

A meeting of our citizens was held at
the Banking House ol W.,ll Luck wood.
Ksq., on Saturday last to eousider the
adoption of proper measures for the de
velopmen: of our magnificeut harbor ant .
to attract commerce to our port. Hon.
Wm. Elliott was called to tlu chair, S.
D. Gilbert was appointed secretary and
W R. Lokwood. treasurer. It was re
-solve i to adopt a memorial to be present
ed to Gov. Hampton by a committee ap
pointed for that purpose. The gentlemen
whose names are appended to the memomi
which we print below were chosen to
serve in that capacity and left Beaufort
for Columbia this day. Previous to the
adjournment of the meeting .Messrs. J
C. Jlayo, Geo. Holmes and \V. H. Lock
wood were appointed to act as a finance
committee to solicit funds to be economically
used in defray'ng travelling expenses:
all monies so collected to be plate
in the hands of the treasurer and to be
duly accounted for.
A MEMORIAL
Qf the ike Citizen* of the Town of Bean
fort, to Hi* Excellency Wade Hampton,
Governor of the State, and to our
Representatives in Congress from South
Carolina:
The undersigned memorial is's. a com
mittee of the citizens of the Tow.) t
Beaufort respectfully represent:
That the superior advantages which
are indisputably offm 1 by the deep water
harbor of Port Royal, would if developed,
add to the material prosperity not
only of the immediate neighborhood hut
of the entire State, and that the permanent
establishment of a Naval Station a?
this point would be the means of securing
the attention of the commercial marine
of the world as w >11 as the Departments
of Maritime Affairs of foreign po ers
to the remarkable facilities which h
harbor possesses in the depth of w te
upon tin bar at all stages of the t'de,
which has caus ed the U. S. Government
to disoon'inue all allowance i'or pilotage
on U. S. ships entering h.*re, so easy is it
of access. Your memorialists would further
call your attention to the fact that
for the past three years, during which
this harbor has been used as a Naval
Station by the U. S. liovernnient, it is a
matter of record, that thecrcwsof the ves
isls which have rendezvoused here have
been wholly exempt from sickness of any
kind. Besides this, material conveni
encies are complete, such as direct commit
nicalion from the Town of Beaufort
with o:her parts of the county by mai*
by railroad and by telegraph, together
with market and banking facilities, while
that great desideratum an abundant supply
of the best of fresh water is afforded.
For the accommodation of extensive fleet?
^ and for the manoevering of naval drills
the harbor is in 110 respict deficient in
| the requisites sought by the GoverumeD
iu its selection of a site for a Naval Sta
| tion. The atten tion of your memorialist!
; has been further directed to the fact tha
1 a fresh water basin is required by th<
: Government for the anchorage of the fleei
j of U. S. Ironclads, one south of Cap<
J Hatteras and not subject to the low temi
Derature of more Northern latitudes and
j the attendant ice iu winter. Believing
| that such an one can be secured ai this
I point, we desire to draw the notice of the
I U. S. Government to it in order that the
! proper Commission may be appointed tc
survey and report upon the same.
And your memorialists feeling the
waut at present of adequate representa
tion in the U. & Congress, as far as theii
District is concerned, respectfully solicij
3Tour aid in obtaining an opportunity ol
more fuily setting forth before the Navj
Department at Washington the matters
herein briefly referred to.
