Port Royal is very eas/ of access: it- i > channel, leading into the harbor or bay, offers sufficient depth of water ibr our largest ve.-sclj and the bay and its tributaries could afbrd anchorage tor the iar gesfc navy. Soon after the occupation of Port Royal by Rear-Admiral Pupont its iuiportance was recognized, and depots for coal and provisions and temporary machinshops we e established for 'he use of our naval forces, aud Port Royal was con tioued as a naval-station until !t>C5; when it was broken up our .-mull Navy not requiring :novo navy yards than those recommended by the board to be kept in eotnmission. Without doubt there are some excel lent locations for a naval station to be found either in Port R\va! Ray or Beaufort River, on Broad River, or on Colleton or Chechessee Rivers, but the limited time of the board did uot permit them to make minute surveys. They availed themselves of information furnished by the naval officers stationed at Port Royal, scoured the services of the b st local pilots, and proceeded :u the steamer up the several tributaries as fat as their judgment deemed necessary. There i>a largo interval between Norfolk and Pen&acola of 1,440 miles, while j the longest distance between any two northern navy-yards, Brooklyn and Norfolk, is not more than 2*>'J miles. Port RojTal is about 480 miles from Noifoik, <*60 from Pensacola, and 450 from Key West. It would appear froiu this that the defeases of the southern coast had leen somewhat neglected. As regards communication with the West Iudies, Port Royal is 4S0 inilo nearer to the Bahama Islands than Pen sacola, and the distance of, the two places from Havana is ab ut the satne. Asa point to communicate with the Windward Idauds Port Royal has the advantage, while Pensacola seems to be a necessity for the protection of our intere>ts in the Gulf of Mexico. Port Royal must in future become a most important station on our South Atlantic coast. The board are of opinion that curate surveys should be made of site> which seem to offer the greatest advantages by aboard of com p tent officers, as above mentioned, that the Government i may use the position selected in case of a sudden emer gency.
