It is reported that the difficulties at HarTisburg are about to be gotten over; but how we do not sec stated. The Governor had not sent his Message to the Legislature, because it had not been constitutionally organized. Dr. Cooper offered to sell his library to the Legislaiure at its late session. The proposal was referred to committees in both houses, but both comn.itttecs requested afterwards to bedischaiged from its consideration, which was accordingly done, and the subject in each house laid on the table. This is the last notice which we see of it in the Journals so far as published. We sup. pose from the character and learning of Dr. Cooper that the library is probably very valuable, if it were only purged of the Infi<lel works, and works of infidel tendency which it doub less contains, and which no Legislature representing a christian community ought to purchase. Alexander Graham, Intendant was called to the Chair, and Felix Long was appoint, ed Secretary. The Chairman explained the object of the meeting in a^short pertinent address, when on motion of Co!. Harllce, the chair appointed a committe of five to draft resolutions expressive of the views of the meeting. The Committee was composed of Col. Ilarlieo, Capt_ Malloy, A. Blue. Dr. Malloy, and James, Powell. The chairman was added to the committee on motion. Having retired for a short time, the}' returned and presented to the meeting the following resolutions, which were adopted. The committee to whom was referred the proposition of the Post Master General to accept contracts for the transportation of the United States Mail from Raleigh to Columbia have had the same under consideration and beg leave to report the following resolutions^ as expressing their views. Resolved That the Post office Department is intended for the benefit of the people cf the United States. Resolved That the power to pro; ide for the carriage of (he mail on ali such post routes as are established by law, and all the other powers vasted in the Post Master General, are trusts, which he is bound to execute for the benefit of those interested. Resolved That the geographical position and commercial and political importance of the country from Raleigh to columbr;, require an increase, rather than a diminution of mai facilities. Aorch Carolina.?Internal Improvement.? An Internal Improvement Convention assembled in Raleigh, N. C. the week before last and continued in session several days. It wa6 attended by a large number of the most respectable and influential men in the State, and after a free interchange of views among the members and some eloquent speeches, adopt, edthc following resolutions, moved by Judge Saunders. Resolved, That the Convention concur in the Report of its General Committee, that tiie several works of Improvement therein recom. mended deserve the patronage of the State, and ought to be effected. 2. Resolved, That in order to carry out the views of the Convention, and at the same time to accommodate them to the means and ability of the State, a Loan of three millions of dollars ought to ns contracted. 3. Resolved. That in the prosecution of these several works the Convention recommend the following classification : FIRST CLASS. 1. a yuui.uiteo hy the State of five [hundred thousand dollars to the Gaston and Katcign Rail Road Company. 2. A subscription by the Stale of four fifths of the Capital Stock of the Fayeltevillc and Yadkin Rail Road Company. 3. Rcsohcd, As the opinion of the Convention, that the balance of the subscription by the State to the Wilmington & Raleigh Company ought to be paid without delay; that surveys of Neuse and Tar Rivers, with the view to Steam Navigation, and the survey of a route from Raleigh, via Ilillisborrough, to Greensborough, in Guilford County, with the view to a McAdamized Turnpike Road, ought to be made by the State : and if the said rivers should be found such as to justify the use of Steam Boats, the Board of Internal Improvements be authorized to contract accordingly.
