The same measure is beginning to be tar
ried into effect further on towards Adriano
pie, and several villages have submitted
and dolivered up their arms to tho van
guard of Count Pahlens corps at Paki,
promising to remain quiet under our pro
tect ion.
Under tlieso favourable circumstances,
tho Commander in Chief has thought pro
per to isauo a Proclamation to the inhabi
tant* of Eumelia.
PROCLAMATION
The Commander-in-Chief of tho Russian
array, which victory lias brought into the
Plains of Rumclia, cannot but re^et that
tho Ottoman Government rejects, withj
great obstinacy, tho proposals made to it in .
the name of his Majesty the Emperor of all
the Russians, the acceptance of which |
w<fcld put an end to tho evils of war, and
restore reposo and tranquility to the peace-;
able inhabtttnts of theso countries. He is
thu* placed under tho absolute necessity of

In fulfilling this painful duty tho Com
mander-in-Chief fools tho most ardent de

of a military occupation?or rather to pre-;
vent their ruin, which would be inevitable
if terrified by the approach of the army,
they should take the unhappy resolution to
abandon their dwellings, their villages and j

The Commander-in-Chief has therefore
ttiought fit to issue the following noticu:?

towns and villages are eallcd upon to re
main quietly with their wive* and children
in their habitation* and possessions, and not
to fear being molested by any person what

up all their arms, which will bn preserved

will be kept, and they will b? punctually
restored after the conclusion of peace.
2. Tho inhabitants shall enjoy entire lib
erty in the exercise of tho Mahometan re
ligion, they sliall retain their Mosques and
and their Imans, perform thoir five prayers
ut the appointed hours, and continue to say
as usual the Friday's prayer?* the Iluhhe
in tho name of the sultan Mahmond, their
Sovereign and Caliph?for it is a matter of
course that the Mahometan inhabitants
who do not abondon tho districts occupied
by tho Russian troops, art> not obliged
to boeome In eonsequenco Kn??ian sub
jects but remain as before subject* of the Sul
tan.
3. All the local authorities of cities, such
us Adriauopleand others, the Ayatis, Ca
dis, Notables, lee; are also railed upon not
to leave their houses, but to continue to di
rect the administration, that the lives and
property of the Muselmen inhabitants
may bo protected and maintained. No
Russian authority will interfere in the
concern* df the Musselmen with each,
which will be examined and regulated by
the competent Musselmen authorities of the
place.
