of the Stttc, on ray arrival at this place, I
found your valuable paper containing a copy
of a pieec from the F?. Post with editorial
comment* on the Secretary's extraordinary
instructions to the Collector of the port of
New York, in regard to the mode of calcu
lating the duties on Cloth, on which an al
lowance tor shrinkage or measurement it
made in England. Mr. Secretary Ingham
seems to have selected the present period,
when most of the articlci for the Southern
States arc imported, to answer hit purpose.
Being a rice planter, my interest lias not
been so much affected by the edict of 1828,
general!) called the Clay System as that
of the cotton plnutcrs;now, however, I sec a
most outrageous attempt to pick my pock
ct.
For upward* of 23 yearj, I have been in
the habit of Importing through my factor in
town, Welch plains of the first quality, also,
a few blankets, the former article lost year
was invoiced at 2* Crf, this season my friend
knowing that cost would be rated as cost
ing ?me dCllar, therefore, gave special in
structions to the manufacturer to send such
as should coat 2# Sd so as to bring the article
under 50cts when the usual allowance ot 5
ncr cent equal to Urf per yard was deduct
ed, but if we are tamely to swallow Mr.
Secretary's construction, I would be cheat
ed of 43 per cent charged 90 instead of the 45
already enormous rate.
I am no lawyer but common sense certain
ly would call this an expos* facto law.
How to proceed 1 am at a loss, it I have
the cloth entered, as the New York Mer
chants have done, for Charleston and Liv
erponl, and return it, I must purchase an
infrrior article.

and if refused, demand my goods, through a

leans, had returned. Capt. C. conversed
with Captains of the Transport*, many of

that the troop* all safely disembarked upon
the Mexican toast?one half of the nudiber
within the liar of '1'ampico, and the rest n
hout six miles below the city, amounting hi
the whole to 3300 men. Immediately alter
the landing of the troops, a body of Mexi

down to the shore with the colours of the
Republic flying?but upon approaching the
encampment they fcokted the Spanish flag
and joined the invading force*. The Span
ish Commander then presented to each of

the surface of the great Mexican pluteau,
which is inhabited, is from 5570 to 8858.

their neighborhood, have the same tempe

of the effects produced on the temperature
