Schcnck, a manufacturer. has published a
production, whleh bo calls an "Expose of
Frauds on the Custom House." It con
lair* nothing but an unsupported attack
upon the judgments of the appraisers. It
is his own Judgment, Hwayed, as it natu
rally enough would be, by his own private
informed to such matter*, and not lii
any accusation of partiality ih the case.
This "Expose," with ita loose statements,
its unsupported assertions, and its vague
declamation, hss been seised oo with great
eagerness by the tariff papers, and repub
lishcd in several quarters. Any one, how
ever, who takes the pains to compare it
with the certificate of the appraisers, will
see that it is an utter failure. Indeed, it Is
universally so considered hero, whero the
circumstancesare understood and the parties
known.
We should be sorry if the clamors ofsuch
men, reiterated on SMh grounds, should
have the eflbet of inducing a sy?tem of
commercial inquisition proper only for
countries less free then ours, a system at
tended with venation, demy, and ex
pense, and new and more rigid, and more
onerous constructions of the laws regula
ting trade. Such a course would have the
effect of destroying foir and direct com
merce altogether, and would make the bu
siness of smuggling on our northern fron
tier oven mote eommon that it now noto
riously in. Let it not be said that this ri

We have no doubt that the friends of the
"American System" sro pleased at this
decay of commerce, and that they would

tem of most suspicious, vexatious and op
pressive scrutiny in all cases in which arti

The Cotton market has been in rather a
dulUtate for some weeks, and the import
,1s heavy, having In the lust fortnight am
ounted to $7J00 bags. Prices have been
tolerably steady, but last week there was a
decline of |d per lb. and rather more in or
dinary dctcription*.
The present prices of Cotton arc un
doubtedly low* and nearly Id per lb. IksIow
the prices at the sane period last year, but
there Is notwithstanding a strong desire to
effect sales; and speculation, generally
speaking has been so bad a business, that
we are without any speculative demand.
The circumstance principally which we
think unfavourable to the Cotton market.
Is the depressed state of trade, and also that
so many of the mills which spun Sea Island
Cotton arc still at a stand. The low rate
of prices is calculated to give confidence to
the market, but the spinners and manufact
urer* have so very unprofitable a trade,
that they will oppose as far as possible any
advanco in tho raw material, and it will re
quire some time to get over the effect of the
late heavy import.
Uvtrpool, July 22.?The trade of this
town, though by no means in a state of
stagnation is far from being in a satisfactory
condition. American produce of all kinds
continues to be depressed, and the losses
suffered in consequence of its depredation
must be lelt severely on both sides the At
lantic. Tho accounts from Manchester
are also unfavorable, several failures hav
ing taken place there in tho coarse of the.
last week among which is mentioned that
of Mr. & R. Brooks the Deputy American
Consul, for the sum of 80 or 106,000/.
Cotton Markett July 23.?The sales of
the week are 9,500 bags | prices have de
clined this week so as to aaake the fall In
the last fortnight id per lb.} the Import is
IS,200 bags, via: 7JHQ0 American, 2,700
Brazil, 4,100 Egyptian, and 1000 Barbadocs.
IRELAND.
Considerable disturbances had taken
place in the north of Ireland on the 12th
and 13th of July, in con sequence of quar
rels between the Orangemen and Catholic*.
Twenty persons were billed in Ulster, and
apart of the county of Donegal was in a
state of fearful commotion. The streets of
Belfast were crowded with a mob which In
tercepted the coaches. 11m Orangemen
vollles of musketry over it, reviling the
Catholics, their religion, and priesthood.
The Catholics however suffered tho insult
to pass without notice. On the 14th a
quarrel ht which the Orangemen are said
to have been tho aggressors, took place
near Enoiakillen. It was on the anniversa
ry of the battle of Aughrim. The Protes
tants were armed wHh muskets; the Cath
oiks siexed upon scythes snd pitchforks.
The Catholics having been fired upon, and
several of their number been wounded,
made a furious charge upon their antago
nists, killed four ami wounded several oth
ers mortally. They afterwards formed an
encampment on the summit of Benaughlln.
