design to impute blame to the application.?
The Company, no doubt, acted to this mat
ter upon wbat they conceived to be a correct;
distinction between governmental patronage
to works undertaken by and belonging to in
dividuals, and the construction of works ot*
internal improvement solelv by government
itself. The company maj, with some even,
of our most distinguished statesmen, believe,
that although Congress has no right, of it
self, to establish a system of internal im
provement, it yet has an undoubted right to
appropriate money in aid of the labonra of
individuals,, or to become a participator in
the scheme's of private associations. It ia

not to be denied, however, that to whatever
eatent these may be the views tt'wn whicVs
the Company acted, they are diametrically
opposed to the political creed of South Car
olina, and that the proposed application can
not but have an Injurious effect upon tl.t
controversy now subsisting between thb
State and the general government to relation
to the assumed or constructivepowers of the
latter. Year after year bs? this State so
lemnly denied the right of CongNes i uut on
ly to establish internal improvements of It
self, hut to appropriate the public fund*,
" either for the benefit of the Colonisation
Society, or of any other Society, dttatever."
At the very last session of the Legislature a
Protest Mains! the right of Coojtrca* to pro
tect domestic manufactures by duties on im*
ports, was almost unanimously adopted by
both Houses. Revolutions on the same subject
werealsoadopted with great unanimity, one of
which directs that not only they themselves,
but ?? the Revolutions heretofore adopted" be
transmitted to the Legislatures of the seve
ral States, to determine on such ulterior
measures as they may think the occasion
demands.** One of these resolutions " here
tofore adopted" and which Ith novthe du
ty of the Executive of this State to transmit
to the Executives ot the other States to be
laid before their respective Legislatures, la
the very Resolution mentioned above, which
positively"denies the right of Cengresaa *' to
patronise, in any way, any Society whatev

and unquestionably as much so as a direct
gratuity would he? Under these circum

and painful. Respect for the Company,
and a patriotic desire to Aid the accom
plishment of their great undertaking, will of
course impel them, on the one side, to exert
all telr influence in support ofthe memorial,
whilst they will find themselves positively
inhibited from doing so, or the other, not on
ly by their own avowed and well known prin- '
ciples, but by the solemn protest of the State
against the right of Congress to grant the
application. At the very moment at which

government to the stock, by the abandonment

teat for State Rights snd by causing the Pre
test and Resolutions of this State to become
the bye word and ridicule of the whole Con
