At It It awfrsrstood that the Cwnmlulon*
em for boildlnr the Lunatic Asylum will re
port U 10 the Legislature at the present ses
sion as finished, it becomes an object of inter
?t to the ((Untrv to learn what disinwitlon
they vlllmako of its ftituic ocr.npation. If
occupied according to tho original intention
of the Legislature as au omyluni for lunatics
soma general legislative enactment for or
ganising and governing the Wstitutkm, will
become ^npcrativeiv necessary. And as
the expefunent in this countr) is entirely
-new, it will doubtless call for very careful
consideration in duly maturing a law, so as
to ensure to the establishment a successful
and nsctui opemaion. Every public institu
tion of tHfaisort may l>e considered as dt visa*
b!e, into three classes. -
1st. As a pladn of safe keeping of lunatics,'
as a protection ol themselves ami the com-'
ntnnuy against, their maniacal annoyances
violence, aad danger..
3d. A* an assy lum of safety and comfort
for them, and for the cure ol their mental
maladies. Or,
3dly. -It Is intended to.combine both these
important objects, and to render it at onec a
place of recovery front thelnPteasr* of safcty
to themselves and a means of protection to
society. .
The first of . these is a mere measure of i

third combines the two.
In Great Britain, until recently, these es
tablishments both public and private, might
be consUlcftrd .as only forming a part of the
police regulations of the country, unci for
the most part really places of impraonmcni.

Any system that doe* not combine the

provide for the protection of society against
