CONGRESSIONAL PROCEEDINGS.
: [siNCK ova LAST.}
Tha Bankrupt Bill has been ably debated*
not on its details, but its principlei and has
been finally negatined in Senate, by '27 to
21.'Tiara is now, no reasonable expectation
that a Bankrupt Law will ia futurehe passed
by ItoagrcM. So much the better. The
debate on the bill hss shewn, that U would
enereasethe power and patroqsge of govern*
nu-nt prodigiously: that it would double the
business of the federal courts, bringing un
der the controul of the federal judiciary, all
the property, and all the contracts of the
bankrupts: that it would require a great ad
dition of federal judges, and at least a thou
sand offices of one description or other to be
given away by the executive: that the ease
would be hereafter as it has been hcrotoforc:
. that the remaining property of a bankrupt,
would be ultimately divided, not among his
creditors, but among commissioner*, law
w yers, solicitors, clerks, and marihalls. No
wonder tha federal judges have waited so pa
tiently for Congress to pass a Bankrupt Law;
anxious as they seem to be, to add new pow
ers to the ."powers that be."
? It was most ably advocated by Mr. Hayne
of the Senate, but the arguments of Mr.
Taaewell, and Mr. Smith of South Carolina,
happily prevailed.
The President of the United States has

We noticed In our 1** the motion ot Mr.

into the patronage distributed by the Secre
tary of State among the Editors of newspa

year.. A patronage that ought never to have
been so entrusted; which is undoubtedly lia
ble to great abuse; poisoning the very sour

The message bf the Prctklcut a#to the r?f

House ot Representatives to a committee of
Kven. Mr. Uuehanan trom Pennsylvania,
argued (with great good sense in our ophdon)
thai Uds question was not a military one,
but a mere question of law. Have the
agents of Georgia committed an infraction ou
a regular treaty^ constituting part of the su
preme law of the land.' This i? not a login
live, but a judicial question: It 1s now in a
proper traia to bo carried before the federal
courts of the union, ami there decided. In
our opinion, the Legislature haa no right to
interfere In the decisions at all. Is there or
is thero not a disobedience of our opposition
to a regular law of the land? \Ve have no
doubt but the Stato of Georgia ami the U.
States will l>e, as they, ought to be, bound by
^decision of the only Competent tribunal, the
federal Judioary.
Mr. Dickinsom's motion to divide annual
ly Ave millUm* ot the surplus revenue among
the sereial states of the union, to constitute u
fund for internal Improvement and education,
t^be conducted within each state by Its own
Legislature, did not Miecced. It is a propo

Mnjor Hamilton's motiouon the Sedition

the ?discussion, will be assuredly renewed
