opportunity to vote for or against
a proposed bond issue for the county
—in other words the delegation re
ferred the matter to the people tor
their decision, and for them to pass
upon it. Judging from the vote re
ceived, although very-light, the peo
ple do not wish roads built with a
bond issue. Being a democrat, and
a consistent oi^e, I certainly do not
think it would be right to go over
the heads of the people and enact a
road bond issue, which they emphati
cally said they did not want. I have
never thought, intimated nor said
I would do apy thing of the kind,
anil the person who spread this re
port diil so knowing it to be false

I was very active as a member of

Badgett - or any other person who

ed myself on local matters, but I
took a lively interest in matters of
State-wide importance, for I real
ized that I was a Representative nor
only of Colleton county but r:
South Carolina. There arc dozens
of men elected to the S^ate legisla
ture who seq;u to think that,they
are there only to secure a few little
acts for their couflty, and matter::
of State-wide nature do not receive
their attention. My appointment
on the Ways and Means committee
of the House placed me In position,

possible for me to have done other
wise. All matters of legislation fn«

must come before this committee,
and membership on it is much cov
eted. Colleton county has had only
three members of this committee,
so far as I know. Hon. C. W. Gai-
ris. Hon. D. L. Smith and myself
have served oa this important cbm-
