The entire South has been in the
grip of the coldest weather record
ed in the past It years,* according
to reports made by weather men it
different points. The cold wiTe
struck the South Saturday and it
has been extremely cold almost ever
since.
| This ha B been a disastrous cold
wave for the South, and It Is re
ported,that grow-tn^crops have been
very seriously damaged. The truck
ing section has been hard hit. and
Florida reports great damage to
orange and citrus fruits, as well as
vegetables. -
Locally the cold Has injured all
gardens and it is feared much small
grain has been killed. Walterhhro
has suffered greatly by broken pipe<
and plumbers have been busy.

Carolina Association, is attempting
to form a Southern Carolina Bank
ers Association, ami has sent om
the following letter to the hanks of
Southern Carolina:
• The four counties in lower Soutli
Carolina have been ' drawn very
close together by the formation of
the Southern Carolina Association,
and the purpose of my letter to you
today is to suggest the organization
of a"Southern Carolina Hankeis As
sociation.
The boll weevil is almost at our
door and as the bankers play a
prominent part in the upbuilding of
a community it appears to me that
nothing would be more beneficial to
the people, as well as to the banks
themselves, as an organization of
this kind. It would enable the of
fleers of the banks to And out what
their neighbors are doing and to
work together in case concerted ac
tion was necessary. Quarterly meet
ings of the banks could then be held
and much accomplished by this co
operation.
Before f go into the details of
forming this association. I wish you
would write me fully your views.in
regard tre-this matter and whether
you would desire to become a mem
ber if such au association was
formed.

DEPARTMENT
Columbia, Feb. 3.—South Car
olina's house of representatives
went on record yesterday as favor
ing strict prohibition, with no com
promise amendments, whe n it pass
ed the Richey bill to a third read
ing. The bill, as ’offered by its au
thor. allowed intoxicating liquors or
beverages to be stored "in the home
or private room of the person or
persons so storing same.” The
house adopted an amendment intro
duced by Representative Daniel of
Saluda, which eliminated this one
concession. The act as it went to
third reading prohibits the trans
portation. delivery, receiving, stor-
ing or, keeping of any alcoholic
liquors or beverages within this
State, excepting for medical, sacra
mental and scientific purposes, and
then under strict regulations.
The test vote came on Represen
tative Searson’s motion to strik •
out the enacting words, the house
refusing to do so by the emphatic
majority of 73 to -*8.

The Colleton county Home Detn.

consist of the same that it did last

dition to planting tomatoes, the

their tomatoes. This will he a
splendid addition, and we hope that
the girls, and all interested will be
delighted with it Also okra and
coin will be added to the plot to be
utilized In soup mixtures. We are
expecting great things from the

The Richey bill, as amended, went
to a third reading in this shape:
“Be it enacted by the genera) as
sembly of the State of South Caro
lina: *
“Section 1. That it shall be un
lawful tor any person, firm, corpor
ation or company to snip, transport
or convey any intoxicating liquor*
from a point without tne state into
this State, or from one point to an
other within this State, lor the pur
pose of delivery, or to <|eliver me
same to any person, firm, corpora
tion or company to rece.ive, or be
in possession of, any. spirituous,
vinous, fermented or malt liquors
or beverages, containing more than
1 'pt*r cent, of alcohol for his, her,
its’or their own use,or for the use
of any other person, firm, corpora
tion or ,company, except as herein
after provided.
"Sec. 2. It shall-be unlawful for
any railroad company, express com
pany, corporation, or other common
carrier to' deliver any package con
taining intoxicating liquors or bev
erages containing more than one per
cent, of alcohol to any person, firm
or corporation, and in no case shall
any railroad, express company, cor
poration, or other common carrier
or person, or ag^nt of such person,
express company, corporation, or
other common carrier be liable for
damage’s for non-delivery of any
such Uquor or paeqage.
"See. 3. Any person / obtaining
any package not in accordance with
the terms of this act under any false
and fraudulent pretext of any kind,
or any agent or any common car
rier delivering a package contrary
to the provisions of this act, shall,
upon conviction thereof. be im
prisoned upon the public works of
the county for not less than 30 days
nor more than six months, or pay a
fine of not less than $100 nor more
than $500, or both in the discre
tion of the court.
"Sec. 4. It shall be unlawful for
any intoxicating liquors or bever
ages to be stored or kept fn any
place of business or club room or
house in this State, whether for per
sonal use or otherwise.
"Sec. 5. Any person violating any
of the provisions of thig act shall b.*
subject to a fine of not less than
$100 or imprisonment for not les*
