The purpose of the meetings was to enlighten the voters on the issues of the campaign and give you the opportunity of meeting the candidates face to face. - The mandate of the party was ignored by Mr. Wha ley who did not ask nor suggest a postponement of the meetings. In his letter read at the first campaign meet ing on the 7th inst., he said: “The Senate has added two amendments to the Naval Bill providing almost a million more dollars for the navy yard located in the State and situate in the first congressional district. I am in formed . . . that these amendments will meet w ith vigorous and vicious attacks in the house when the re port is miade. ... Mr. Kitchin being the leader of the Democratic party and Mr. Mann being the leader of the Republican party: Mr. Kitchin: Mr. Speaker, before I makr the mo tion to adjourn I wish to announce that on Tuesday next. August 15, 1916, we will take up for consideration the conference report on the Naval Appropriation Bill. Mr. Mann: I think the gentleman ought to state that on that occasion there will probably be a roll call on the motion to concur in the Senate Amendment respect ing the building program. Mr. Kitchin: That ia true. The Speakerj The gentleman from North Carolina announces that on Tuesday next there will be taken up for consideration the conference report on the Naval Ap propriation Bill, and there will probably l>e roll calls on that day. Mr. Kitchin: The Chairman of the Committee on Naval Adairs, (Mr. Padgett) will make a motion to con cur in the Building Program as inserted in thi . The Speaker: And there will undoubtedly In* roll calls pn that day.” This served as official notice that the vote would not be taken until the 15th inst. Absent Congressmen were not called upon to return before the 15th. It will, therefore, be seen that Mr. Whaley could have attended all of the campaign meetings and yet have returned to Washington several days before the ypte on the Naval Appropriation Bill. Other South Carolina Congressmen who were opposed for re-election had time to leave Wash ington and meet their opponents on the stump the very same week that Mr. Whaley remained in Washington. Herndon, one of th * most highly respected and best thought of citizens of Walteiboro. died at his home B er,i Friday nigh' following an illness of se'eral months from a complication of dis eases. The funeral and Interment was held at Live Oak cemetery Sat urday afternoon attended by a large number uf relaiives and friends. The funeral was conducted by the local Masonic fraternity of /which Dr. Herndon was a loyal member. Dr. Hefndon was in his 57th year, and was for many year# one of the leading physicians of the county, prat firing a few miles from Waller- boro in the Bethel section. For th** past few years, however. h»> has not practiced on account of his health, hut he de\ot*-<l hl« time in later years io hi# mercantile busi ness. For several years he has been the seniot member of the firm J.
