The following letter from County
Chaiiman M. P. Howell to State
Chairman John Gary Eva^s. is full
of interest just now to the people of
the county. Mr. Howell in this let
ter calls attention to several tenden-
t ies which he thinks if unc&frked
will result in disrupting the party
machinery, such as making elec
tions to* expensive to permit men of
small means making a race, and the
tendency to buying votes. He thinks
the counties should get some reven
ue from the Congressional candi
dates and fronvVandidates for So- j
licitor.

Dear Sir:
I have received your letter of the
14th Inst., in which you enclose
copies of an appeal to the Demo
crats of the State to contribute to
the National party campaign fund.
I realixe that this is the most im
portant election to the South since
1S60, and I shall take pleasure in
placing a copy of the appeal in the
hand*'of the president of every
Democv *tic slob in Colleton county.
I aincei «!y hope that we can collect
at least <'ne dollar from each and
every Den ocrat In this county.
1 wish lo call your attention in
this letter ‘to another matter which
as Couny Chairman gives me great
• oncern. As I>emocrats interested
in preserving the primary system,
which is the only plah which will
Insure to the humblest citizen an
equal voice in our government, we
must se^ to it that the matter of
running for office in this State shall
not become a question of money. If
the time ever comes when only the
rich may become candidates, and
when the richest candidate, by rea
son of his ability to spend money in
his behalf, is sure of election then
I am ready to sever my connection
with party machinery.
It is common knowledge that in
the past in certain localities money
has been shamelessly used lo in
fluence elections. , Honest Demo
crats have heretofore stood by un-
protesting. We have been nuirti-
fi« d and made indignant, hut we have

I have slatcsl to the ftemocrats of
this county that I shall not tolerate
the improper use of money in the
approaching election. I expect to
see to it personally' that every can
didate or voter who violates the
law in tliis regard in Colleton coun
ty will be arrested »nd tried, wlthi
out regard •*» personalities.
1 now call on you to give atten
tion to this matter an.| co-operate
with m»>. You phould let it ti,>
known that we do not intend in the
future to look away from the obvious
and permit, the growth of a prac
tice which will destroy our system
of government. Our entire party
machinery should l>e put in motion
to prevent the us,» of money in our
tleclions. and we should not be
afraid to arrest and punish the
guilty.
Another matter. Under the rules
of our party the expense of conduct
ing a county campaign has become
burdensome. In this county we have
found it necessary to assess cfeidi-
dates heavilv to meet the necessary-
expenses. This ought not to be the
case, since it prevents borne poor but
worthy men from seeking office.
Especially is this true of those of
fices. such as members of the House
of Representative*, which pay only
actual expenses. I ani fold that an

election in Wolf Creek sehool district
No. 12. on the question of voting an
additional tax levy of 2 mlll3
