This , ought to be made the greatest gath ering of men interested in road huilding^etfer held in this country, n There is no other section of tho country more vitally Interested in the building and maintenance 7>f roads. Th?re are a thousand questions which must constantly present themselves to every county commissioner and lo every road engineer, and many of them are difficult to answer. What kind of materials shall be used? How shall it be used? Under what conditions shall roads Tjc built or repaired? Wfikt is the best'material for road making? \Will it be brick, will it be • oncrete, will it be macadam, will it > sand-clay, or will a county in some • i.ses be justfied In having merely well made good dirt roads? Which kind of road will give the best service and In the long run prove tb« cheapest? Will it be expensive to the county t 0 issue bonds and build thoroughly cood roads of the highest type of material, or will It be better to drag along slowly aid potior away, doing a littls work there, aso trying to patch up the roads as to make theta at least passable? What engineering will be requir ed? # ’ Are the officials now in oflloe equa, to supfrvislng, laying out, building and maintaining roads? ^ litical purposes in order to give jobs to superintendents or to day labor ers? ' y What are the influences that are t,?ing brought to bear to induce the use o? this material or that? What are other counties doing? What has been the ehect of road yuilding elsewhere on material, edu cational and religious progress? These are a few of the many ques tions that must confront every man 'johDng any official position in any way* identified with road or street work. At the Atlanta Congress*there will be the opportunity of studying these questions. Every phase of roaa building will be intelligently pres?nt- ■’d by experts. In advance of the meeting of the Congress all of these subjects should be actively discussed by the people of every’ county. They should be in quiring of their officials what an swers they are prepared to make to these questions and how far they have studied them. If the people of Atlanta want to do a great work for the South and for themselves, they ought to carry on in the near future an active cam- ualgn to induce the county officiale of the South to come to this congress. They ought to indues counties that have made progress in road build ing to any marked extent to show what they have done and how they have done it. The backward coun ties that have not yet accomplished much ought to be stimulated to send their officials In order thnt they may catch the spirit of highway improve ment. ' R. M.
